Duties

Direct scientific biomedical research inclusive of basic, clinical, applied, and product-oriented efforts in the area of injury prevention and protection. Provide program management for intramural and extramural laboratory research, clinical research, and research support personnel. Coordinate RDT and E efforts with advanced development counterparts to ensure that high quality, affordable, supportable, and effective medical systems are delivered to the warfighter in a timely matter. Expedite the transition of medical technology for injury prevention and protection through advanced development and clinical trials. Evaluate the injury prevention and protection biomedical research program to identify potential problems and ensure that research provides practical and specific solutions. Make recommendations for the development of policy changes in response to changes in appropriations and allocations. Track and evaluate injury prevention and protection research program technical performance, cost and schedule data reporting requirements.

Qualifications

Who May Apply: US Citizens The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better. Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. Employees will become DoD employees upon transfer to the DHA. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Injury Portfolio Manager: Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You MUST submit copies of your transcripts supporting your education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Developing biomedical Research Development Testing & Evaluation (RDT&E) programs, policies, assessments and impact analyses (2) Managing the execution of funded research programs emphasizing delivery of capabilities to prevent and protect against injuries sustained by Service members during training and/or on the battlefield; (3) Coordinating review and approval for research protocols, coordinating budget, procurement and/or manpower requirements to support research operations; AND (4) Developing program and policy content for injury prevention and protection medicine research. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 / GS-12).
