About the Position: Develops, interprets, and/or revises and implements safety and occupational health laws, standards, policies and regulations to ensure compliance in all Tooele Army Depot (TEAD) operations, and ensure a safe and healthful working environment for all TEAD employees. This position may be filled at the full performance GS-11 level or at the developmental grades of GS-09 or GS-07.

Duties

Responsible for the execution, review and analysis of the Safety and Occupational Health Program including accident prevention and control, risk minimization; accident investigation, reporting and analysis, and safety education and promotion. Serve as technical advisor on matters related to Joint service ammunition/explosives handling, storage, maintenance, repair, transportation to include guidance for handling other hazardous material. Conduct on-site field surveys, reviews, analysis, hazard identification, and inspections at all echelons to ensure compliance with policies, objectives, standards and procedures. Analyze and organize safety policy and procedures, conducts risk assessments for operations, identifies problem areas, and develops corrective actions to comply with industry standards, explosive safety, and construction safety and health standards. Investigate accidents, and near-miss incidents. Analyzes accidents to determine hidden causes, trends, and system errors which contributed to their occurrence. Develop and recommend corrective actions and controls to prevent recurrence to the Installation Commander, managers, and supervisors. Maintain a comprehensive management system that documents active employee involvement to prevent or control the safety and health hazards at the worksite. Coordinate and collect data relative to the submission of the annual evaluation of TEAD's and HWAD's safety and health programs.

Specialized Experience for GS-09: One year of specialized experience which includes experience applying safety and occupational health principles, methods, and techniques to perform the following: conduct surveys to identify and evaluate hazardous work operations. Developing report of findings from surveys and presenting recommendations to higher levels. Analyzing data from accident and/or injury reports using automated systems to identify trends or causes and developing recommendations for controlling hazards.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Specialized Experience for GS-11: One year of specialized experience which includes experience supporting a safety and occupational health program by participating in accident investigations to determine cause and developing methods or procedures to reduce or eliminate hazards consistent with safety regulations; Prepare and revise safety instructions and guides for employee reference. Implement hazard control measures for facilities involved with hazardous material/munitions/explosives handling operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Hazardous MaterialsOral CommunicationRisk ManagementSafety and HealthWritten Communication Time in Grade Requirement: Must have 52 weeks of Federal service at the next lower grade or equivalent.

Education

In order to qualify, you must meet the education described below and/or experience requirements described above.

GS-07 Education: One full year of graduate level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene).

OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, public health, mathematics, physics with Superior Academic Achievement. To be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. GS-09 Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, public health, mathematics, physics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, public health, mathematics, physics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
