This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members.

Duties

Utilize GFEBS to create purchase requests and track obligation and disbursement data for the Project Management Office (PMO) finances. Manages Research, Development, Test and Evaluation, Operations and Maintenance, and Other Procurement Army funding. Coordinates with Project Management Office (PMO) customers on funding needs, discrepancies, and lack of execution. Develop accounting and budgetary policy. Interpret detailed accounting and budgetary information. Prepare written quantitative and policy analyses.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• Two year probationary period may be required.
• You will be required to provide proof of U.S. Citizenship.
• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectees must meet position requirements for the Business-Financial Management certification within 60 months as of entrance on duty.
• Business travel may be required up to 10% of the time.
• This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position requires the ability to obtain and maintain the Level 3 Financial Management Certification.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

The DJ-04 pay band is equivalent to the GS-13, Step 01 through GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system. Specialized Experience: One year of specialized experience which includes (1) advising on financial management and budget policies, plans, or programs; (2) interpreting financial legislation, regulations, and policies; and (3) analyzing financial and statistical data to evaluate processes, management decisions, programs or resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12).
