This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as an Acquisition Management Specialist and provide acquisition advice to functional area technical experts on contractual matters based on a working knowledge of acquisition regulations and policy.
Duties
Gathers and coordinates documents and requirements, generates independent government estimates, determines contracting strategies and objectives, considers overall DoD/Army and government objectives.
Serves as a Government Purchase Cardholder (GPC) following all policy guidance and regulations for purchases made at the micro-purchase level.
Serves as COR and performs contract administration duties on all assigned contracts which include performance measurement, cost monitoring, assessing and developing strategies to solve complex issues, etc.
Works with the functional area experts and project managers to coordinate and identify ALTESS acquisition requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Term position not to exceed 5 years.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires Contracting Officer Representative (COR) training or must be able to complete training within 21 days of Type A COR designation or within 35 days of Type B or C COR designation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: (1) Managing or executing the Government Purchase Card program; (2) Planning, analyzing, or evaluating acquisition requirements such as Market Research, Justifications & Approvals (J&A's), Request for Quotes (RFQ's), Service Contract Approval Requests (SCARs), Determinations or Findings (D&Fs); AND (3) Performing contract administration.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
