Duties
ADDITIONAL INFORMATION: The Special Access Management Branch Chief manages a team of civilian and contractor staff proving support to Special Access Programs (SAPs), Controlled Access Programs (CAPs) Alternative Compensatory Control Measure (ACCM) security functions, and Sensitive Activities management. The Chief will also act as the NGA SAP Lead, responsible for oversight and implementation of the NGA SAP program, including physical security support by conducting SAP inspections and accreditations for NGA facilities, SAO personnel security and program access processes, and SAP information system account requests/tracking. The Chief also provides subject matter expertise to internal and external partner working groups to support NGA's mission integration. In addition to these responsibilities, the Chief must have excellent oral and written communication skills, in-depth knowledge of security policies, familiarity working with contractors and the ability to be flexible in a high stress environment.Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience and knowledge analyzing, interpreting, and developing SCI and/or Special Access Program specific policies (i.e., ICD 906, ICD 705, DoDD 5205.7, DoDI 2505.11, DoDM 5205.07 v1-4).2. Demonstrated experience in personnel and physical security related to Special Access Programs to include SAP compliance inspections and sensitive program development, management, and execution.3. Demonstrated experience and proficiency in written/verbal communication to include presenting briefings to large audiences and representing the agency in internal and external engagements.4. Demonstrated strategic thinking and ability to lead and/or build teams.EDUCATION REQUIREMENT: A. Education: Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in developing guidance and advising on program security policies, security investigative requirements, and procedures for adverse security determinations, analyzing program security information, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in advising on program security policies, security investigative requirements, and procedures for adverse security determinations, analyzing program security information, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. LICENSES/CERTIFICATIONS AND/OR Trainings: Must obtain DoD Security Fundamentals Professional Certification (SFPC) or Special Programs Security Certification (SPSC) as directed by management. Must complete the Defense Counterintelligence and Security Agency's Special Access Program training as directed by management.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience in or knowledge of one or more of the following positions: - Government or Contractor CAP/SAP Security Officer - Program Security Officer - Special Security Officer - Area Security Officer2. 4-year degree from and accredited college or university.3. Security Fundamentals Professional Certification (SFPC) and/or Special Program Security Credential (SPSC).
