The Program Assistant (OA) is assigned to Mental Health Service within North Florida/South Georgia VHS. The Program Assistant provides administrative and clerical support to the programs and the multi-disciplinary teams of the Mental Health Service. By virtue of the mission of the Mental Health Service, the incumbent is responsible for providing administrative, fiscal, supply and support functions to team of over 400 FTEE across seven different locations.
Duties
Major Duties included but not limited to:
Collection, compilation, and/or tracking of data and statistical information in support of the Mental Health Service programs and other areas as assigned by Mental Health Service leadership.
Prepares, executes, and/or tracks program specific information, such as provider Consult status, Freedom of Information Act (FOIA) requests, congressional inquiries, grants, cooperative agreements, and/or service transfers made within the Mental Health Service.
Uses software applications to draw information, e.g., from the Vist A/DSS/RCS computer database systems, and/or other data sources to prepare/assist in preparation of reports.
Maintains written records, reports, publications and establishes administrative controls in an accurate and complete manner.
Provides customer service to Veterans, staff and external stakeholders.
Procures all needed supplies and equipment.
Analyzes work flow to identify technical problems.
Maintains ongoing records of fund control point activity in the various Mental Health Service Fund Control Points,
Serves as back-up timekeeper, maintaining personnel records, records of sick and annual leave or other, processing the necessary reports and requesting forms.
Executes fleet management programs.
Prepares written correspondence that meets national standards.
Routes incoming phone calls to appropriate staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/23
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, and providing information/
Proficiency Requirement: In addition to meeting the experience, applicants must be able to type 40 words per minute. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test 40 words per minute typing speed.

Physical Requirements: This work involves some walking, standing, bending, and carrying of some light items. The work requires the incumbent to be able to move comfortably around the office and when necessary other locations. The work involves a considerable amount of time gathering and recording data.
