You will serve as an INTERDISCIPLINARY SUPERVISORY GENERAL ENGINEER/ARCHITECT in the Planning, Design and Construction (PDC) Directorate of NAVFAC SOUTHWEST.

Duties

You will develop acquisition strategies (e.g., long-range, near-term), methods, or goals for the execution of design and construction projects. You will participate in discussions for mission readiness groups or negotiation meetings to discuss training issues or to influence decision making. You will analyze engineering project risks to develop solutions. You will compose contract packages and contract modifications to meet project or program schedules. You will write technical engineering plans to provide technical direction for an engineering program.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to maintain a current PROFESSIONAL ENGINEERING license or ARCHITECT registration.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and evaluating short and long range programs which impact national and international issues; 2) Providing innovative recommendations concerning project costs, schedules, and risk engineering by utilizing advanced engineering or architectural theories; 3) Executing procurements on design and construction constraints utilizing facility acquisition, project funding authority levels and various contract documents and 4) Assessing and resolving design and construction issues. PHYSICAL DEMANDS: Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction. WORK ENVIRONMENT: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional site visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required.
