Duties
WHAT YOU'LL BE DOING DAY TO DAY:
As a Program Operations Branch Chief, you will use your knowledge of and experience with Administration for Children and Families, Office of Community Services, to optimize business results and customer experience by:
Responsible for discretionary grant programs and special initiatives on a national scale.
Planning and directing the work of the staff.
Ensuring that assigned programs are operating effectively and in compliance with Federal laws and regulations and includes responsibility for financial oversight for the assigned programs in the geographic area served.
Providing expertise in the development of program and financial management deficiencies for which national guidelines do not exist or are not applicable and responds with suggestions and innovative approaches.
Providing expert program leadership in policy development, interpretation and application to plan, coordinate, implement and evaluate complex and highly related human services delivery programs.
Interpreting and analyzing broad policy objectives, major new policy initiatives and innovative approaches in addressing longstanding, difficult program issues which have proved resistant to resolution or to establish new or improved human services delivery programs.

Qualifications
WHAT WE ARE LOOKING FOR:
Applicants must demonstrate that they meet the Basic Qualifications AND Specialized Experience requirements as noted below.
Basic Qualifications: You must meet one of the items listed below (A, B, or C):
A. Must have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position. (Transcripts required)
OR
B. Must have a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Transcripts required)
OR
C. Must have at least four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
GS-14 Experience: In addition to meeting the Basic Qualification Requirements candidates must also possess at least one year of specialized experience equivalent to the GS-13 level in the Federal service that includes four (4) of the following tasks:
Developing long-range strategies and/or work plans to carry out legislative initiatives, goals, and priorities to improve effectiveness of assigned programs.
Managing the process of reviewing and negotiating grant applications and proposals when appropriate.
Responsible for supporting the efficient and effective program management and/or administration of an anti-poverty program.
Providing day-to-day leadership and guidance, both technical and/or administrative, to staff.
Prepare or assist in the preparation of, various policy-related documents, such as letters to Congress, briefing materials, and testimony.
