About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, Georgia. This position will be filled on a permanent basis.

Duties

Serve as Accounting and Information Systems Division Chief for the DCSCMP, U.S. Army (ARCYBER). Manage, supervise, and provide technical direction of accounting and information systems utilized to control ARCYBER financial resources. Review, analyze, and interpret legislation, appropriation language and Office of Management and Budget and Office of the Secretary of Defense directives pertaining to assigned accounting and information systems. Collaborate with subordinate organizations to develop plans, policies, procedures, review and analysis and reporting requirements, justification requirements, and technical guidance for assigned accounting functions. Utilize a wide range of government laws, regulations, policies and procedures to implement and define local requirements. Develop, recommend, and provide staff guidance concerning the overall accounting systems, diverse financial programs, and all appropriations for ARCYBER. Plan, coordinate, and accomplish the development of procedures for implementation of ARCYBER accounting policy and for the functional design, development, application, and improvement of systems and procedures. Provide guidance and technical assistance to officials in financial and managerial accounting systems. Plan, direct, coordinate, and evaluate the work of technical personnel engaged in advising operating officials of approved accounting programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • May need to undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • May need to pass an initial and periodic urinalysis screening for illegal drug use.
  • May need to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 10% of the time.
  • One-year probation for new supervisors required if not previously completed.
  • FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

In order to qualify, you must meet the education and experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Accountant: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by interpreting Office of Management and Budget and Government Accounting Office directives; regulatory material and instructions from higher headquarters; generally accepted budgetary, programming, and accounting principles and practices; decisions of the Comptroller General and special authorities; and delegated exemptions to implement or define financial policies and procedures for organization and subordinate organizations; developing new, specialized, and individually designed procedures to handle unique requirements to general fund accounting applications (i.e. Operation and Maintenance (OMA), Army; Research, Development, Test and Evaluation (RDT&E); Operation and Maintenance Reserve; Operation and Maintenance National Guard, Other Procurement Army, and Military Construction (MCA), Army); planning, developing and implementing new technological systems to accomplish general fund accounting, cost accounting, fixed asset accounting including interface relationships with higher or subordinate organization systems; coordinating with managers to define deficiencies in financial structures, management policies, and procedures related to the financial effectiveness of operations to make change recommendations and improve practices. This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
