You will serve as a CONTRACT SPECIALIST in the Naval Facilities Engineering Command, Contracting Department of NAVFAC SOUTHWEST. The position(s) may be located at Public Works Departments on military installations (MCAS Miramar, Naval Base Point Loma, or Naval Base San Diego) or at the San Diego Broadway Complex in downtown San Diego.

Duties

You will perform both pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts for the procurement of supplies services, Architect Engineering and/or Construction. You will provide assistance to technical specialists in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria. You will analyze and evaluate cost and pricing data to determine cost or price reasonableness. You will counsel small and disadvantaged business firms on opportunities and procedures for obtaining Federal contracts. You will develop and recommend the most suitable type of contract and incentive structure for use by the contracting officer.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12 LEVEL: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing contractual procurement and administration services with responsibility for Pre-Award and Post-Award functions;2) Understanding negotiation techniques to negotiate procurement of supplies and services;3) Using technical and financial reports to execute settlement agreements relating to contract termination or claims problems; and4) Interpreting contract administration principles, policies, regulations, practices, and procedures. GS-11 LEVEL: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the review of procurement requests to ensure quality assurance;2) Resolving contractor inquiries during the pre-award process;3) Interpreting procurement statutes, Executive Orders, policies, regulations, and procedures; and4) Utilizing automated procurement systems, such as, Standard Procurement System (SPS), and Federal Business Opportunities (FEDBIZOPS). Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

In lieu of specialized experience at the GS-11 grade level, you may also meet minimum qualifications with the below education:

Have successfully completed a Ph.D. or equivalent doctoral degree in a related discipline appropriate to this position.

OR

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a related discipline appropriate to this position.

OR

Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
