About the Position: As the District Counsel, Honolulu District, works under the general supervision of the Assistant Chief Counsel/Division Counsel, Pacific Ocean Division, US Army Corps of Engineers (USACE) who provides initial orientation on broad policies, mission objectives, and general nature of assigned responsibilities.

Duties

You will serve as the District Counsel, U.S. Army Corps of Engineers, Honolulu District. You will serve as the first-line supervisor and leader of the District legal services, exercising personnel management responsibilities. You will furnish legal, policy and business advice and services on all matters concerning activities of the District. You will oversee the execution/quality of legal services to the District Command and senior staff on all legal and policy matters with respect to Federal, state, maritime, and local laws, as well as DA and USACE policy, regulations, and directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Incumbent must have or be able to obtain and maintain a secret security clearance.
  • Perform periodic TDY travel away from home station. Destinations include various locations within the Pacific and CONUS.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills, and abilities (KSAs) associated with the position. KSAs: 1. Demonstrated experience managing and leading a legal staff in a demanding operational environment; ability to review program implementation and results; demonstrated ability to balance national (external) and organizational (internal) program goals and priorities; ability to balance customer program and legal goals and priorities. 2. Ability to develop and utilize innovative approaches in solving problems, formulating effective solutions, and resolving complex issues. 3. Knowledge, experience, and ability to effectively advise in the following areas of federal law and practice: a) military construction, civil works and support for others programs, including civil works project authorities, project formulation, appropriations, fiscal law, and project cost sharing agreements; b) real estate acquisition, management, and disposal; c) contracting for services, supplies, and construction; contract procurement and protests; procurement fraud; contract administration; and, contract dispute resolution, claims and appeals; d) Equal Employment Opportunity, personnel and employment law, and labor-management relations; e) administrative law including Privacy Act, Freedom of Information Act, and non-contractual claims (tort, admiralty, and affirmative); f) environmental law, including regulation under the Clean Water Act, environmental planning, and natural and cultural resources law; and, g) ethics, conflicts of interests, and standards of conduct. 4. Knowledge and experience in handling complex litigation in a variety of practice areas such as military construction, civil works project authorities, real estate, contracting, employment/personnel law, administrative law, and environmental law, in courts and/or administrative bodies such as EEOC, MSPB, and the ASBCA. 5. Ability to function as a senior counselor and advisor to the Commander; to work effectively with other military and other senior management officials within the U.S. Army Corps of Engineers, with other governmental entities, and with private parties. 6. Ability to communicate effectively, both orally and in writing, with diverse clients and constituencies on varied and complex topics. VETERAN PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible to claim veterans' preference may include that information in their cover letter or résumé and attach supporting documentation (e.g., DD Form 214) to their submissions. Although the point preference system is not used, applicants eligible to claim a 10-point preference and desiring to obtain consideration of veteran's status must submit a Standard Form SF-15, "Application for 10-point Veteran Preference," and supporting documentation required for the specific type of preference claimed. (SF 15, which lists the types of 10-point preference and the required supporting documents, is available from the Office of Personnel Management Website at http://www.opm.gov/ TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government you must have completed 1 year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

Education

The following minimum qualifications must be met before applicants are eligible for further consideration:

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
