This position serves as an Exhibit Specialist within the Harpers Ferry Center for Media Services (HFC) for Interpretive Media of the National Park Service (NPS) and is located in Harpers Ferry, West Virginia. HFC supports the entire National Park System to plan, design, and produce digital media, films, historic furnishings, interpretive plans, maps, museum exhibits, publications, signs, and wayside exhibits. This position is not eligible for remote work.

Duties

The major duties of the Exhibit Specialist position include but are not limited to the following: Serves as Exhibit Specialist, implementing the fabrication, production, installation and contract administration for three-dimensional, museum-quality indoor and outdoor exhibits. Serves as a technical expert responsible for providing authoritative advice regarding current industry and NPS media practices, procedures, and standards, including those relating to technical innovations, accessibility, and sustainability. Serves as a Contracting Officer Representative (COR) establishing and managing the creative and technical direction of contracted media products and services. Monitors and manages contractor performance to ensure projects remain on schedule, within budget and meet stated communication goals and technical requirements. Coordinates the fabrication, production and administration of contracted media projects and services that ensure that contracts are properly administered. Collaborates with park staff, project managers, media professionals and contractors to develop and implement media projects that best satisfy NPS and park goals and objectives. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-10/23/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR for the GS 11 grade level: Demonstrated experience with the methods, techniques, processes, and materials used in the planning, design, fabrication, and installation of three-dimensional, museum-quality indoor and outdoor exhibits. SELECTIVE FACTOR for the GS 12 grade level: Demonstrated direct experience with the design, fabrication, installation, and contract administration of indoor three-dimensional, museum-quality exhibits. - AND - To qualify for the exhibit specialist series, 1010, you must possess one of the following basic requirements by close of the announcement: Undergraduate/graduate education in a major study -- illustrative design, commercial art, fine arts, industrial design, architecture, drafting, interior design, or other fields related to the position. Note: Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience in the actual type of work for which application is made. This includes work in the appropriate field, e.g., design, modelmaking, art, taxidermy, or restoration. Note: Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. - AND - To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following activities: (1) Knowledge of current digital tools and technologies for exhibit planning, design, and fabrication such as Adobe Creative Suite; (2) Knowledge of the methods, techniques, processes, and materials used in the planning, design, fabrication, and installation of three-dimensional, museum-quality indoor and outdoor exhibits; (3) Knowledge of current museum industry practices, procedures, and standards, including those relating to technical innovations, accessibility, and sustainability. -OR- EDUCATION: Successful completion of at least a Ph.D. or an equivalent doctoral degree, or successful completion of at least 3 full academic years of progressively higher-level graduate education toward either a Ph.D. or an equivalent doctoral degree. You must include transcripts. OR- Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following activities: (1) Knowledge of current digital tools and technologies for exhibit planning, design, and fabrication such as Adobe Creative Suite; (2) Knowledge of the methods, techniques, processes, and materials used in the planning, design, fabrication, and installation of three-dimensional, museum-quality indoor and outdoor exhibits; (3) Knowledge of current museum industry practices, procedures, and standards, including those relating to technical innovations, accessibility, and sustainability; (4) Demonstrated experience with the principles of Universal Design, programmatic accessibility, and the implementation of accessibility accommodations in three-dimensional, museum-quality exhibits; and, (5) Demonstrated experience Advising, developing, and implementing standards, guidelines, and best practices and their use within the exhibit fabrication process. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution for education at the GS-12 level.
