This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM related positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The position is located in Fort Belvoir, VA. Fort Belvoir is approximately 15 miles southwest of Washington, D.C., five miles from Alexandria, VA and next door to the community of Mount Vernon, VA. Duties

Serves as Staff Action Officer responsible for development and implementation of an assigned area of the Fort Belvoir environmental program. Ensures installation-wide compliance (to include inspections) with applicable Clean Water Act/Resource Conservation and Recovery Act-I requirements for all HAZMAT/POL storage tanks. Implements the applicable regulatory amendments to laws, regulations, and directives under the Superfund Amendment and Reauthorization Act, National Environmental Policy Act, and Federal Insecticide, Fungicide, and Rodenticide Act. Conducts detailed reviews of all Military Construction Army (MCA) and Operations Maintenance Appropriations (OMA) projects especially as it pertains to Stormwater Management (SWM) and Stormwater Erosion and Sediment Control (ESC). Plans and executes the assigned program or develops alternate engineering and environmental management solutions. Prepares various scope of work statements for the procurement of services provided by Architect/Engineering (A/E) firms.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position requires a Secret Security clearance.
  • This position requires the incumbent to obtain the Contracting Officer Representative (COR) certification within 4 months of start date.
  • This position requires (at minimum) the Virginia provision certification for license for Program Administration for Stormwater Management (SWM) at entry and completed certification within one year of employment.
  • This position requires (at minimum) the Virginia provision certification for license for Program Administration for Stormwater Erosion and Sediment Control (ESC) at entry and completed certification within one year of employment.
  • This position requires the incumbent to take and pass the Virginia Certification for License for Inspector Stormwater Erosion and Sediment Control (ESC) within the first year of employment.
  • This position requires the incumbent to take and pass the HAZWOPER 40 hour certification within the first year of employment.
  • This position requires the incumbent to take and pass the Virginia Certification for License for Inspector for Stormwater Management (SWM) within the first year of employment.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Additional information about transcripts is in this document. Basic Requirement for Environmental Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes managing an environmental program which includes one or more of the following programs: surface water quality, solid waste, hazardous waste, air quality, noise, sewage disposal, wetlands, storm water management, sediment and erosion control, and/or construction design review; providing program management advice regarding one or more of the following: the Clean Water Act (CWA), Clean Air Act (CAA), Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA), Superfund Amendment and Reauthorization Act (SARA), National Environmental Policy Act (NEPA), and/or Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
