This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Chief, Operations Division, with full managerial authority for accomplishing the mission of the Division.

Duties

Provide direct input and participates in formal meetings and/or conferences with engineering, production control, administrative staff, and other personnel involving the initial analysis of long-range work requirements. Review the immediate and long-range requirements of the organizational segments and groups supervised based on workload forecasts, and develops, for approval by the Director, plans for meeting long-range resource requirements. Plan the allocation of resources and the distribution of work to subordinate supervisors, and determines the internal plan to be followed by them in applying those resources to accomplish work operations. Participate fully with higher level management officials and staff organizations in studying and developing authoritative recommendations concerning changes in specifications requirements, work techniques, and standards. Assign and explain work requirements and operating instructions to subordinate supervisors and sets deadlines and establishes the sequence of work operations to be followed. Maintain balanced workloads by shifting assignments, workers, and other resources (money, manpower, and equipment) to achieve the most effective work operations. Responsible for the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned Plan organizational structure and staffing needs. Advice and assistance of personnel, manpower and management specialists, promotes sound position management principles and programs Work under the general direction of the Director who holds incumbent responsible for planning, programming and directing the mission of the Division

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
• This position requires the incumbent to attend and complete various driving courses.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) General Maintenance & Operations Work Supervisor ~ without more than normal supervision. Ability to perform as such planning multi-trade work operations involving Machinist, Crane Operator, Engineering Equipment Operator, Water/Waste Water Systems Mechanic, Water Plant Mechanic, Water Plant Mechanic, Electrician, High Voltage Electrician (Motor Vehicle Operator), General Equipment Mechanic, Metal Processing Mechanic, Boiler Plant Equipment Mechanic, Mobile and Powered Systems Equipment Mechanic, Maintenance Mechanic, Painter, Locksmith, Carpenter, Pest Controller, Tractor Operator, Motor Vehicle Operator, and Laborer; organizing work assignments where judgment as to individual abilities are involved; evaluating work and providing guidance through interpreting oral and written instructions for facility maintenance and repair; AND performing quality control checks on subordinate workers, identifying problem areas and making recommendations for improvements. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort:: The work is primarily sedentary, but requires moderate periods of standing, bending, stooping, crouching, reaching, stretching, and walking involved in the supervision and/or inspection of work operations supervised. Working Conditions: Work is performed primarily inside in a well-lit office, but occasionally requires working outside in all types of weather where temperature variations of 40 degrees in a day are common and seasonal temperature range from below zero to more than 100 degrees. Incumbent is subject to cold, damp, or drafty surfaces, fumes or vapors, dirt, dust, hot surfaces, chemicals, grease, excessive noise, and other such hazards associated with production shops. Use of protective devices such as hard hats, gloves, safety shoes, and glasses are required. Requires possession of a valid drivers license to perform incidental driving to and from work sites and attendance at various vehicle-driving courses.
