The primary purpose of this position is to exercise second level supervisory and managerial authorities, to plan, manage, and administer a comprehensive year round base fitness and sports program and the facilities used in conducting the activities comprising the program at an Air Force installation.

Duties

Plans, develops, organizes, manages, and supervises diverse and comprehensive physical fitness and sports programs which include group exercise classes, self-directed fitness and sports programs, incentive programs, special events, intramural, extramural, and varsity sports, and instructional programs. Exercises supervisory personnel management responsibilities. Develops, implements, monitors, and documents a comprehensive training program to ensure all staff members possess the necessary skills and knowledge for their position. Prepares APF and NAF budgets, which include the expenditures required to conduct the fitness and sports programs (Categories A and B) and resale operations (Category C). Determines adequacy of facilities, identifies additional needs and recommends facility construction/alterations and renovation projects and monitors repair and maintenance of existing facilities and equipment. Plans and coordinates all aspects of recurring and non-recurring activities, special events and joint military and civilian community undertakings to make maximum use of facilities, services and other resources.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May be required to travel by military or commercial aircraft when performing temporary duty (TDY).
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Cont. below)

  • May require physical dexterity and ability, heavy physical exertion (lifting up to 75 pounds), and exposure to hazardous materials.
  • A Bachelor’s degree is desired in a fitness, sports, or recreation related field.
  • Must complete all mandatory training IAW AFI 34-266, Air Force Fitness and Sports Programs.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. (Cont. below)

  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests to include running, meet established (Cont. below)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; Sports Specialist Series, 0030. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes ability to plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports. Examples of qualifying specialized experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college, or planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels, or managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. OR EDUCATION: Ph.D. degree or 3 full years of progressively higher level graduate education in physical education or other fields appropriate to the position to be filled or leading to such a degree or LL.M., if related. Note: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of higher level graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of the principles, concepts, and techniques of physical fitness and sports programs including knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, and exercise prescription; of anatomy, physiology and kinesiology as related to exercise and physical fitness; assessment principles and procedures, exercise testing equipment, and physical and psychological factors of individual and team sports. Knowledge of program and facilities management, safety, fire, and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase. Skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, and to resolve problems and answer questions relating to the program. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of fitness and sports programs; and in effectively organizing and utilizing available resources within the program framework. Ability to perform and conduct training on performing individual health risk appraisals, comprehensive fitness assessments, and proper exercise techniques for cardiovascular and resistance equipment. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees who have a variety of fitness and sports backgrounds; to perform and conduct training on performing individual health risk appraisals, comprehensive fitness assignments, and proper exercise techniques for cardiovascular and resistance equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
