Duties
The HR Assistant (Recruitment & Placement) supports the Human Resources Management Service at all facilities within VISN 1. The work consists of different and unrelated steps in accomplishing HR assignments and processes applicable to multiple facilities across the VISN. The employee analyzes factual data, identifies the scope and nature of problems or issues, and determines the appropriate action from among many alternatives. Duties include, but are not limited to:
Conducting recruitment/examining activities for assigned positions, to include developing competency criteria, job analysis, job announcements, etc.;
Ensuring selectees meet all regulatory and legal obligations for proposed appointments;
Explaining pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices;
Instructing facility supervisors and managers on recruitment/selection requirements, processes, and procedures;
Maintaining automated databases in order to track information and extract data used to generate documents, records, and reports.
Conducting new employee orientation.
Providing assistance to customers and stakeholders onsite.
Work Schedule: : Full-time, Monday - Friday; Tour of Duty will be set between hours of 7:30am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. In accordance with the OPM Qualification Standard for Clerical and Administrative Support Positions, you may qualify based on your experience as described below:
GS-05 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-04 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing a range of clerical and administrative support for HR functions that requires the use of a computer; entering and retrieving data and information from automated databases and websites; maintaining personnel files, position descriptions, and/or training records; and responding to walk-in, telephone, and email inquiries. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed four (4) full years of education beyond high school at an accredited college or university. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two (2) full years of post-high school education. Only the semester hours in excess of the first 60 semester hours can be substituted for specialized experience. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education
GS-06 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-05 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing orientation to new employees; entering new employee records and enrollments into HR information systems, entering vacancy announcements into job posting websites; and responding to inquiries concerning the job application process, employment opportunities, and benefits. There is no educational substitution for the GS-6 level.
GS-07 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-06 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to preparing vacancy announcements, making eligibility and qualifications determinations, and preparing certificates of qualified candidates to hiring officials; extending offers of employment; completing requirements in the hiring process; and processing a wide range of personnel actions in HR information systems. There is no educational substitution for the GS-7 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
