THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a WS-8602-10 AIRCRAFT ENGINE MECHANIC SUPERVISOR (TITLE 32), Position Description Number D1634000 in FAC 21A300 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position. ** THIS POSITION IS ALSO ADVERTISED ON AGR ANNOUNCEMENT #AF23-232**

Duties

Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work. Assigns tasks to be performed; and explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion; and makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and materiel is available when needed. Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Counsels with employees regarding work related problems. Takes informal corrective action on conduct or performance problems; and initiates proposals for disciplinary action where needed. Maintains production reports and records. . Performs the non-supervisory work of the Propulsion Element.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - SMSgt (E-8) Minimum Military Grade - MSgt (E-7) immediately promotable to SMSgt (E-8) Enlisted - AFSC 2AXXX Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience or training which demonstrates that you have the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. WS-10 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates ability to plan, direct, and organize work assignments for an aircraft engine maintenance function. Experience reviewing work requirements and establish priorities to meet deadlines. Experience dealing effectively with other people; supervising through subordinate supervisors, or the potential to perform such duties as evidenced by the ability to communicate. Must have skill at applying human relations techniques, a knowledge of general supervisory concepts, and a knowledge of shop processes; and adapt existing equipment and techniques to new situations. Must currently hold or have held AFSC 2AXXX.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
