Duties

WHAT IS THE TAXPAYER ADVOCATE SERVICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service (TAS), Deputy Executive Director Case Advocacy (DEDCA), Area 1 The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Receives, screens, and answers routine telephone calls. Provides telephone and receptionist services to visitors. Establishes, organizes, and maintains files of correspondence, manuals, and other related information. Maintains the files in accordance with IRS regulatory policies and guidance. Maintains the manager's calendar by scheduling, canceling and shifting appointments based on the manager's commitments. Arranges conferences and meetings, reserves office space, notifies participants and provides pertinent information and documents to participants. Attends conferences or meetings when required to record and transcribe minutes from written notes. Prepares minutes of conferences or meetings and distributes as per manager's instructions. Briefs the manager on important and office related facts, issues, reports, and correspondence arising during the manager's absence. Reviews all incoming mail and correspondence. Reads all incoming correspondence determining proper action. Prepares written responses when appropriate. Refers to the manager correspondence requiring the manager's personal attention. Determines deadlines for correspondence requiring suspense dates. Logs and maintains correspondence and action item suspense data. Follows-up on suspense dates to ensure timely reply to actions and those actions resulting from meetings and conferences. Reviews outgoing correspondence, reports and other documents for proper format, grammar, punctuation, and mathematical correctness. Corrects and removes typographical/grammatical errors or returns the document to the originator for correction. Types and reviews correspondence to ensure conformity with IRS correspondence policies, guidelines, and procedures. Types into final format written documentation and corresponding information. Writes simple or complex non-technical correspondence. Gathers, assembles, and provides necessary supporting documentation for correspondence or reports as instructed by the manager which may involve simple research of statistical data. Uses a variety of computer applications to input, update, retrieve, gather, and generate data or reports. Uses a typewriter. Uses a computer. Uses various word processing, spreadsheet, slides, and statistical data computer software applications. Arranges and prepares travel itinerary. Reserves airline, hotel, and other travel accommodations. Prepares and reviews travel vouchers in compliance with IRS and related established travel regulations. Guides and assists other secretarial positions assigned to subordinate support offices with regard to new or establish procedures, guidelines, policies, and regulatory information. Provides administrative support services such as preparing personnel actions; reconciling bank/credit account statements; preparing bank/credit card reports; preparing requests for training; ordering and maintaining supplies; maintaining time and attendance records; and using related computer databases. Performs other duties as assigned.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-05 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: providing telephone and receptionist services; Maintaining records; Requisitioning office supplies; Filing material and maintaining office filing system; Receiving and controlling incoming and outgoing correspondence and reports for format, grammar, and punctuation; Writing simple or repetitive, non technical correspondence such as letters of acknowledgment; Scheduling appointments and preparing notes regarding topics to be discussed. OR EDUCATION: You may substitute education for specialized experience as follows: a bachelors degree or four (4) years of education above high school in any field of study from an accredited college or university. SPECIALIZED EXPERIENCE FOR GS-06 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: receiving calls and visitors and directing them to appropriate person or subordinate office; Preparing a variety of correspondence, reports, forms, requisitions, requests for personnel actions and legal documents; Reviewing documentation for proper format, conformance with procedural instructions, grammar, punctuation, and spelling; Organizing and maintaining files and records, manuals, handbooks, and other related materials; Scheduling appointments and assembling background material; Providing basic coordination and pertinent information on office functions. SPECIALIZED EXPERIENCE FOR GS-07 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes: screening and answering telephone calls and determining which require personal attention; Establishing, organizing, and maintaining files of correspondence, manuals, and other related information; Reviewing correspondence and reports for proper format, grammar, punctuation, and mathematical correctness; Scheduling and shifting appointments based on commitments; Gathering and assembling necessary supporting documentation for reports; Providing advice, assistance and training to clerical support positions; Scheduling engagements and background material and preparing notes regarding topics to be discussed. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
