Duties

These positions serves as a Financial Technician for the West Desert District in Salt Lake City, Utah and the Green River District in Vernal, Utah. Primary A/OPC for the Charge Card Program (travel, purchase, corporate, miscellaneous, fleet, fire emergency and uniform functions). Troubleshoots issues, while dealing with unreliable and conflicting information. Supports accounting and budget functions. Develops and creates charge card related training and reference materials for the district. Completes frequent reviews of the charge card program transactions for compliance with policy. Analyzes expenditures and transactions to identify any misuse, policy compliance, trends, or additional training needs. Responsible for the Financial Business Management System (FBMS) data/reallocation input as it relates to charge card transactions. Supports budget operations by coordinating accounts payables and receivables with the Budget Analyst. Reconciles money daily with manual records and supporting documentation to identify and correct errors. Prepares bills for collection and maintaining accounts receivable for the District Office and Field Offices. Prepares monthly, quarterly and annual financial reports and reconciliations as required by the National Operations Center (NOC), Headquarters, UTSO or District. As a designated Collections Officer and Cashier, is responsible for the accountability and safeguarding of Federal collections. Purchases supplies and equipment. Responsible for maintaining receipts, verifying transactions, and reconciling charge card statements timely.

To qualify at the GS-08 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Financial Technician. Qualifying specialized experience includes: budget and accounting processes; knowledge of collection and billings; computer programs and various software and knowledge of word processing, spreadsheets and databases. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is mostly sedentary with minimal physical demands. There is some walking, standing, bending and regular carrying of light items such as papers, books, and files. The nature of the work requires the incumbent to sit for long periods of time at a computer and involves long periods of intense concentration. Incumbent must cope with fixed and variable deadlines, pressures of heavy work volumes, and both internal and external customer demands. Work Environment: The work is performed in an office setting. Occasional travel is required.
