About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is established to operates gasoline or diesel-powered cars, buses, tractors, semi-trailer on public four-lane highways and on installation dirt roads and tank trails.
Term NTE 4 Years, cannot be made permanent.
Duties
Oversee the loading and unloading of cargo and making judgments concerning the arrangement and securing of cargo.
Operates forklifts to move, stack and unstack, and load and unload materials in and about the warehouse.
Operate Motor vehicles to to pickup and deliver supplies, equipment, and passengers.
Performs operator maintenance on vehicles operated.
Operates onsite automated equipment.
Serves as the primary Materials Handler in a small warehouse and accomplishes routine warehousing functions.
Operates a tractor-trailer on lightly and heavily congested, urban roadway system and interstate highways.
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- Employee may be required to participate in training exercises as assigned.
- Employee may be assigned work both on and off Fort Liberty as the mission requires.
- Employee must possess a valid Commercial Drives License, Class B.
- This position has a requirement to lift up to 75 lbs. in the regular performance of duties.
- This is a Term position scheduled to last 4 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Motor Vehicle Operator without more than normal supervision. I have the ability to perform common duties of a Motor Vehicle Operator to drive comparable size vehicles to pick up and deliver supplies and equipment, and transport passengers. Oversee warehouse for packing, shipping, and receiving of stock. I can operate a forklift to move, stack, and palletize items in various warehouses. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Effort: Exercises moderate physical effort in operating, turning, backing and controlling large, heavy vehicles or large passenger transporting vehicles. Warehouse work requires active physical effort, including considerable walking and standing, bending, stooping, and lifting items weighing 75 pounds or more. Assistance is available with bulky or heavier items. Hand, foot and eye coordination is required when operating motor vehicles and forklifts. Exercises moderate physical effort in operating hand and foot controls of the forklifts.
Working Conditions: Operates motor vehicles in all types of traffic and weather on and off the installation, with the exposure to the possibility of serious accidents. Warehouse work is performed inside warehouses, in bin rooms, in open storage areas, and on receiving and shipping docks. The areas may be cold, drafty, damp or hot. There is considerable possibility of injury from falling or dropped stock and exposure to cuts, bruises, lacerations. May be required to work outside on loading dock. Required to wear safety and protective equipment as issued by the employer. Operates forklifts in damp and drafty areas, in all weather conditions with exposure to cuts and dirt.
