This position is located with the Bureau of Indian Affairs, Eastern Oklahoma Region in Muskogee, Oklahoma.
NOTE: TRAVEL AND RELOCATION EXPENSES WILL BE AUTHORIZED IN ACCORDANCE WITH THE FEDERAL TRAVEL REGULATIONS, WITH THE EXCEPTION OF REAL ESTATE EXPENSES UNDER THE CONTRACTOR-PROVIDED HOME SALE CONTRACT.
Duties
Supervises, coordinates, and ensures the formulation of policies, regulations, methods and procedures for bureau activities.
Determines the scope of the factors to be considered in the guidance documents, handbooks, policies or regulations or revisions of such documents as a result of the new statues or regulations.
Assists in the development of training programs designed to improve the professional competence of Bureau Real Property Management staff.
Responsible for accountability, custody and maintenance of excess real estate and related property until final disposition is made.
Supervises, plans, schedules and distributes work and establishes and reviews performance plans for subordinate employees.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions and/or BIA Excepted Standards, GS-1170).
GS-14: 1 year of specialized experience equivalent to the GS-13 grade level in the Federal service (obtained in either the public or private sector). Specialized experience includes work that involved formulating and interpreting policies, procedures, and plans for the use of funds, resources, and staff of the Division of Real Estate and their evaluation, including the provision of technical assistance to optimize use of trust real property resources and assure legal and procedural compliance; responsible for real property and real estate functions that included acquisitions, appeals, cadastral surveys, grant of easements, exchanges, disposition of property, review of leases and permits, enhancing trust ownership, and the review of and recommending legislation concerning land transactions; real property activities would have included trust to trust transactions, acquisition of land into trust status, advertised land sales, land exchanges, partitions, land consolidations patent in fee applications and gift conveyances; initiate and develop policy, directives, regulations and instructions regarding the administration of a program. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
