You will serve as a Management Analyst utilizing a background in maritime intelligence to support various Intelligence Analysis and Intelligence, Surveillance, and Reconnaissance (ISR) programs. You will help to shape and codify program requirements, contribute to the Planning, Programming, Budgeting, and Execution processes, and provide day-to-day oversight of program cost, schedule and performance. This position is located at the Pentagon, Arlington, VA in the DNI/DDNI OPNAV SUPPORT STAFF.

Duties

You will direct and manage annual program inputs to the Planning, Programming, Budgeting, and Execution (PPBE) process. You will help to draft and codify program requirements leveraging the Joint Capabilities Integration and Development System (JCIDS). You will provide day-to-day oversight of program cost-schedule-performance and spearhead development of creative solutions to ensure program success. You will attend working groups, team meetings and conferences to articulate and understand Navy, DoD, and IC requirements as well as the policy, doctrine, CONOPS, and technical solutions related to fielding a common set of capabilities.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties such as: 1) Providing technical and program support for the development, procurement, fielding and sustainment of Intelligence, Surveillance, and Reconnaissance (ISR) programs, applications, and systems including tasking, collection, processing, exploitation and dissemination (TCPED) capabilities; 2) Analyzing data and keeping track of the flow of resources for travel requests , scheduling and disbursement of funds to process information for goods and services; 3) Initiating, organizing and monitoring the development of detailed requirements analyses focused on current and emergent operational missions; 4) Utilizing policies and procedures to carry out daily work requirements, and providing input to policies to maintain current operations in program areas.
