This position is located within the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Director of Operational Logistics, Chief of Contracting Office, Simplified Acquisition and Utilities Division located in Alameda, CA.

Duties

You will serve as a Contract Specialist supporting PACAREA and other supported units procuring a variety of services, supplies, construction, and other related requirements.

Qualifications

Basic Requirements:A 4-year course of study leading to a bachelor's degree with a major in any field;ORAt least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.Applicants MUST also be able to qualify for minimum requirements under their desired grade level when applying: GS-11- Applicants must possess one year of specialized experience equivalent to at least the GS-9 level in the federal government. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: Contracting/procurement factions to procure repetitive items, equipment, supplies or services; Developing firm fixed-price or similar well-defined contracts; Determining/applying standard clauses or routine stipulations; Performing pricing/cost analysis based on available data; Interpreting standard information and its impact on the procurement; Preparing administrative change orders. Utilizing a variety of price/cost analysis techniques involving a wide range of related and possible complex factors; Determining the sources to be solicited, preparing applicable determinations and findings, conducting pre-proposal conferences, receiving and evaluating proposals, determining  competitive range in negotiations with one or more offers and preparing award documents; Monitoring contract performance and negotiation of necessary contract modifications; and independently making final decisions on contract termination for convenience or default. OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. OR Combination of education and experience. GS 12: Applicants must possess one year of specialized experience equivalent to the GS-11 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include: Conducting pre-bid/proposal conferences with prospective offers to arrive at a clear, mutual understanding of the requirements of the proposed contract. Soliciting bids/proposals/quotes for perspective contractors. Monitoring contract administration on the most complex contracts until final delivery and ensure payments are completed and that the contract is closed and retired. Evaluating contractor performance and communicates with the contractor and the customer through telephone conversations, correspondence, reports, and site visits. Resolves scheduling problems, verifies deliveries, and monitors inspection and acceptance. Providing expertise to apply design-to-cost, life cycle cost, progress payments, incentive formulas, reliability and maintainability, variable quantity options, allowable costs, subcontracting, multiyear provisions, small business contracting and other provisions adapted to the needs of the particular procurement. Serving as a senior technical for the assigned contract, made decisions involving interpretation, analysis, and negotiation of contract terms and conditions; ensure technical decisions on the assigned projects are coordinated, and explained contracting regulations and policies to project personnel and contractors. NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, unless the course work has been evaluated by an accredited institution recognized by the U. S. Department of Education, and appears on a college or university transcript. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
