The duties and responsibilities of this supervisory position are carried out throughout the Baltimore or Washington DC which is a community-based counseling centers that provide eligible Veterans, active duty service members, and their families with direct readjustment counseling, community outreach, and referral and care coordination with VA and community resources.

Duties

Duties of the Supervisory Marriage and Family Therapist (MFT) serving as either the Baltimore or Washington DC Director and licensed professional with advance practical experience using evidence based family therapy model while demonstrating progressive professional competency and expertise include but are not limited to: Supervising a multidisciplinary staff composed of clinical and administrative team members, whose primary mission is to provide direct readjustment counseling to eligible individuals in the areas of suicide prevention, crisis intervention, short- and long-term treatment for symptoms associated with Post-Traumatic Stress Disorder, and readjustment issues; Planning, developing, implementing, coordinating, monitoring, and evaluating professional services rendered by subordinates; Setting guidelines and establishing intervention strategies/treatment priorities for individual, group, conjoint and families employing varying clinical and therapeutic modalities; Conducting Performance Based Interviews (PBI) and determining selection processes to ensure fair and equitable recruitment of qualified, high achieving, and well prepared applicants; Developing networks and working relationships external to the Vet Center and the Department of Veteran Affairs with Veteran service organizations, community based agencies, and mental health organizations to enhance service delivery and develop referrals of Veteran clients to appropriate care; Serving as a consultant and subject matter expert to programs and resources external to the Vet Center on matters of readjustment needs of Veterans; Creating, implementing, and measuring market penetration of Vet Center services through a comprehensive outreach plan for the primary service area; Ensuring fiscal/budget management, in compliance with applicable RCS and VHA policies and procedures as an approving official for time & attendance reports, leases/contracts management, staff local travel, Government Purchase Card (GPC) purchases, etc.; and Screening/assessing of Veteran clients, treatment planning and goal setting, referral to service providers, development of a resource file, Veteran advocacy, crisis intervention, education/health promotion, coordination of non-institutional and institutional services, and individual/group counseling. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Candidates must meet one of the following: Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE), Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Persons hired or reassigned to MFT positions in the GS-0101 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. English Language Proficiency. MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Marriage and Family Therapist, GS-12:Experience, Education. In addition to the basic requirements, candidates must have successfully completed evidence based training in marriage and family therapy and must have graduated from a COAMFTE accredited program OR have passed the AMFTRBE. Candidates must have at least five (5) years of post-licensed clinical experience in delivery of family systems therapy including one-year equivalent to the GS-11 grade level. This experience must demonstrate possession of using evidence based family therapy model while demonstrating progressive professional competency and expertise. Licensure: Candidates must possess the ability to provide clinical supervision. Assignments responsible for providing clinical supervision must have an AAMFT Approved Supervisor designation or be an AAMFT Supervisor Candidate (AAMFT Supervisor Candidates have 2 years from date of placement to obtain the designation). Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to meeting the KSAs for GS-12 grade level, the candidate must demonstrate all of the KSAs below: Ability to identify professional development needs of other MFTs and guide them in current family systems theory/therapy practice guidelines. Ability to collaborate with members of other disciplines and supervisors and to represent the family systems theory/therapy profession both in and outside of VHA. This includes knowledge of the roles, contributions, and interrelationships with other disciplines. Ability to perform the full range of administrative and clinical supervisory duties including responsibility for work assignments, competency assessments, performance evaluations, selection of staff, and recommendation of awards, advancements, and when appropriate, disciplinary actions. Ability to analyze clinical data and make recommendations for corrective actions to optimize quality, efficiency, performance, and productivity within service keeping in line with accrediting bodies and policy. Preferred Experience: Prior work with Veterans preferred. References: VA Handbook 5005/101, Part II, Appendix G44, dated April 18, 2018. The full performance level of this vacancy is GS-12. Physical Requirements: Moderate lifting 15-44 lbs, walking and standing up to 4 hours, kneeling 1-2 hours, Operation of motor vehicle, both eyes required, depth perception, ability to distinguish colors, hearing (aid permitted), glasses and prosthesis allowed, able to hear whispered voices, and emotional and mental stability; Environmental factors: outside and inside, electrical energy, working closely with others, protracted or irregular hours of work, and repetitive computer use.
