The primary purpose of this position is to serve as a Geospatial Information Systems (GIS) expert using the latest computer technology and systems to study and analyze GIS methods or data to address installation requirements. Perform technical work in geospatial sciences and related fields to support operational built and natural infrastructure capabilities.

Duties

Serves as Installation Geospatial Information Systems (GIS) expert, with responsibility for the overall development, coordination, analysis and validation of GIS data and products. Perform taxonomic and analytic work using Geographic Information Systems (GIS) data and processes. Studies, designs, produces, maintains and distributes visual geographical data representations in the form of digital and conventional maps, charts, spreadsheets and diagrams. Initiates, conducts, coordinates, monitors, and participates in technical studies to determine the feasibility and the capability of the GISs technology to support current/new missions or long-range programs. Maintains effective working relationships with scientist, engineers, designers, and planners from other agencies and customers, to include contractors, to facilitate the exchange of information and resolve problems.

  • At a minimum, the position must meet the qualification requirements stipulated by the U.S. Office of Personnel Management for the 0150 or 1370 series.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Current working experience, knowledge and skill in Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), Oracle, and GeoBase Servers is highly desirable.
  • Employee must be able to differentiate the full spectrum of colors.
  • Employee must be able to traverse rough terrain, climb ladders.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Certified by the Geographic Information Systems (GIS) Certification Institute as a GIS Professional (GISP) is preferred.
  • A master’s or PhD in Physical Science, Geography, or related discipline appropriate to this position is preferred.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Professional and Scientific Positions series GS-0150 & GS-1370. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR GS-0150: Basic Requirements Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. NOTE: You must submit a copy of your transcripts in your application. or Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts in your application. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT FOR GS-1370: Basic Requirements: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). or Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing professional knowledge of cartographic theories, concepts, principles, practices, and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital sensing, or other techniques. Applying professional knowledge of geospatial sciences concepts, principles and practices including geographic information systems, remote sensing, and scientific data visualization, and their applications to geospatial operations and analysis. Using professional knowledge of digital geospatial and derivative processes and products including data production, management, archive, maintenance processing, applications, and the associated standards, including Federal Geographic Data Committee (FGDC) Standards, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). Analyzing planning problems, identifying, and defining goals and objectives, organizing, and directing the functions and staff of a small to medium sized organization and coordinating planning activities and programs at and between several organization levels. Expressing ideas orally and in writing, or by means of graphics and sketches. Dealing tactfully and diplomatically with others. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
