The Social Work Program Coordinator position is located at Central Arkansas Veterans Healthcare System (CAVHS) Mental Health Services; Intimate Partner Violence Assistance Program (IPVAP). The incumbent is assigned to provide administrative services and clinical practices to Veterans, their partners and staff who have experienced intimate partner violence (IPV).

The Incumbent serves as the social work program coordinator whose primary responsibilities are to provide clinical and administrative support for the Megabus 5304 Pilot Project. Responsibilities include assisting with pilot program development, assessment, monitoring and may include providing direct evidence-based interventions for Veterans who experience intimate partner violence and/or sexual assault. Other duties include providing VA staff and community training, education and outreach; resource development; continuous quality improvement activities; and evaluation/consultation. The incumbent must have strong verbal and writing skills and ability to contribute to the development of a strategic plan for the facility's Megabus 5304 action plan. The Social Work Program Coordinator will oversee program implementation and project management and ensure that data and reports are provided in a timely manner. The incumbent is based in the medical center and/or facility in order to support real time, in person, response to referrals. Assists the IPVAP Coordinator to develop, execute, monitor and report on the facility Megabus 5304 Pilot Site project under the Johnny Isakson and David P. Roe M.D., Veterans Healthcare and Benefits Improvement Act of 2020 by providing administrative responsibilities for the clinical programming and daily operations of the program. In addition, the Sexual Assault Awareness and Prevention Coordinator's responsibilities will require the gathering of data and other requested information and forward to the IPVAP VACO Team/Megabus Pilot Project Manager and the Data Management HUB. The incumbent will be expected to serve as a subject matter expert in local and national policies and procedures for program operation regarding intimate partner violence and sexual violence. The incumbent may assist with the local pilot program's budget and various control points assigned to the program within the assigned areas. The incumbent manages and controls the use of data related to these programs regarding day to day functioning and program evaluation and share with the Megabus Pilot Program leads at both the Data HUB and the VACO office. Oversees facility needs and program assessments to assist in the development of action plans related to fulfilling the requirements of the pilot program. They develop and administer information and analytical systems to evaluate and enhance the quality of service provided to Veterans, families, Caregivers and VA employees impacted by intimate partner violence or sexual violence. Develops and implements information systems to track service activities including visits, referrals, demographics, equipment utilization and Veteran satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Advises and collaborates with interdisciplinary teams throughout the medical center on intimate partner violence (IPV) and sexual assault issues. Creates educational tools, develops programs and implements training focused on specific IPV and SV (sexual violence) needs/issues. Provides education and in-service training to VAMC (VA Medical Center) employees, Veterans, families and Caregivers. Provides ongoing consultation and support to colleagues regarding IPV and SV assistance. As needed, will assist in the development and facilitation of IPV or sexual assault support groups (face-to-face, WC or telephone) and educational programs. Distributes educational materials provided by VA, local, state and national I PV and SV organizations. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: SOCIAL WORKER (PROGRAM COORDINATOR), GS-12 Experience/Education: The candidate must have at one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Resume must include hours per week for work experience credit. Licensure/Certification: Must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice. (KSAs must be clearly reflected in resume under description of duties in order to be found qualified for this position/grade level). Preferred Experience: Experience working with Veterans is preferred. Experience working with those who use or have experienced intimate partner violence, sexual assault or human trafficking preferred but not required.
