This position provides technical support in the clinical laboratory of the Yakima Indian Health Center.
Duties
Withdraws appropriate quantities of blood by vein puncture and capillary puncture. Knows specific specimen requirements for each test performed at facility, or sent to reference labs for testing. Properly packages specimens for transport to other laboratories. Instructs patients and clinic personnel in collection, preservation and transport of specimens.
Performs clinical laboratory tests/examinations per request by medical staff for use in clinical diagnosis, patient screening, monitoring patient therapy and status. Work assignments may include waived and qualitative laboratory tests and examinations. The accomplishment of tests/examinations includes, but is not limited to, the performance of standardized procedures in accordance with established methodology manuals, technical reference and precedents. Exercise judgement to locate and select the most appropriate guides and references to apply for specific purposes.
Conducts quality control procedures on equipment, reagents and products by implementing instrument, reagent and product check systems. Responds to external proficiency testing programs. Carries out a preventative maintenance program for all instruments. Calibrates or standardizes equipment, trouble shoots malfunctions, and makes simple repairs or identifies need for external servies.
Performs all Electrocardiography (EKG) on female patients and all patients in absence of Diagnostic Radiologist Technologist. Serves as back up in the absence of the Diagnostic Radiologist Technologist and performs all x-ray examinations requested by medical staff in support of clinical diagnosis.

BASIC REQUIREMENT(S):
Specialized Experience
For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

Education and Training
For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-05: 1 year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This specialized experience is related to the work of the position and equivalent to at least the GS-04 level in the Federal service as described in the vacancy announcement. Examples Include: Performing a variety of standardized tests and examinations under complete technical supervision; following written procedures which provide detailed instructions on each step of the assigned test and examinations including the techniques, procedures, stains, reagents, chemicals, temperatures, measurements, controls to use and observe, machine settings, etc.; performing phlebotomy services; determining correct blood specimen for tests ordered; and adhering to quality control procedures.
AND/OR
Education: Bachelor's degree with major study in medical or clinical laboratory or a related field such as chemistry and/or the biological sciences; OR, a Bachelor's degree in any field that includes at least 24 semester hours in subjects appropriate to the position to be filled. Eligible courses may include: chemistry, hematology, blood banking, microbiology, or the biological sciences.
Combination: Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-05 grade level.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
