THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2058000 and is part of the AR ARNG HSC 777 AVN SPT BN, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED

Duties

(1) Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics. Provide oversight to property book operations. Analyzes and coordinates information and requirements with other command levels/sections in the area of supply and equipment readiness for the organizational readiness report. Reviews, analyzes, and develops plans to optimize the impact of future authorization documents and/or force structure changes and the impact on organizational readiness. Communicates and coordinates with proponent agencies with recommendations for improvement and implementation of new equipment/concepts to the authorization document. Analyzes and plans for the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistics and property accountability activities. Provides guidance and assistance to ensure command programs have been implemented. Evaluate the effectiveness of logistic programs in subordinate elements. Plans and coordinates the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develops, coordinates, and implements tactical standard operating procedures for logistics. Plans, develops, and implements actions/procedures for subordinate organizations in preparation for the transfer of all or part of accountable property for deployment. Develops and coordinates the home station logistic support plans. Researches, develops, and implements logistic support plans for natural disasters, homeland security/defense missions. (2) Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, command deployment discipline program, and other-directed command inspection programs. Assists in the preparation for additional command level inspections in the area of logistics and maintenance. Plans and coordinates periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority. Advises the commander of equipment on hand and equipment readiness issues. Analyzes maintenance status and directs the priority of maintenance effort for organizational equipment. Based on the commander's intent, conducts continuing analysis of missions, deployments, and changes to equipment authorizations resulting in coordination and development of property management plans. Develops written procedures and coordinates change of command inventories. Analyzes results of inventories, reports of survey, and adjustment documents for accuracy and regulatory compliance. (3) May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings. Assures that all authorized non-expendable property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Accounts for funds used to requisition non-expendable property. Coordinates the assignment and transfer of equipment assets to enhance mobilization readiness. Determines shortages of authorized non-expendable equipment and directs authorized substitutes in accordance with appropriate regulations and directives. Incumbent is responsible for the formal accounting of ammunition for the purpose of force protection or ceremonial activities. (4) May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in actions and its impact on readiness. Coordinates annual supply reconciliations with the state level headquarters. Also coordinates the processing of backorder reconciliations and equipment status profiles. (5) May establish quality control procedures and oversees the edit of all documents. Ensures documents are accurate and properly input into the automated system. Establishes administrative procedures and oversees the flow of subordinate/command documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Review and analyze listings and reports produced by the automated system, resolves problems on error listings, and provides guidance to personnel assigned to the Property Book Section and subordinate organizations. Performs continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely. DUTIES CONTINUED UNDER EDUCATION:

Qualifications

GENERAL EXPERIENCE: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions to determine if completion of graduate level education in the amounts shown in the table may be qualifying for positions at grades GS-09 or GS-11 if it provided the knowledge, skills, and abilities necessary to do the work. Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions for combining of education and experience to determine qualifying applicants for positions at grades GS-09 and GS-11. SPECIALIZED EXPERIENCE: 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

DUTIES CONTINUED:

(6) Analyzes requirements, develops forecasts, directs re-allocation, and provides guidance for the execution of funds for all decentralized logistics resources. These may include operational funds such as secondary stock funds, office supply accounts, transportation funding, various classes of supply, etc. As the senior approving official for government purchase card program, provides oversight and guidance to subordinate organizations.

(7) Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Plans, organizes and assigns work to subordinates engaged in logistics and property management at the command level. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates from lists of eligible candidates. Establishes performance standards and evaluates subordinates' performance. Prepares formal requests and recommendations for promotions, reassignments, etc. Recommends recognition for outstanding performance. Provides initial approval/disapproval of leave. Receives and resolves or participates in the resolution of grievances, or forwards to higher level management for resolution. Acts to resolve disciplinary problems, or forwards to higher level management for resolution. Formulates plans for equal treatment of all employees. Assures position descriptions are accurate. Informs subordinates of all aspects of personnel programs of the installation, either answering routine questions or obtaining information from a specialist when more technical answers are required.

(8) Is the primary point of contact for the conduct of new material information briefings for the command. Acts as the command representative when developing memorandums of understanding/agreement for the introduction of new equipment. Plans and directs the issuance of the new equipment to the subordinate organizations based upon their impacts on organizational readiness reporting and mission execution. Coordinates with adjacent staff sections and higher level headquarters support elements for fielding and training requirements.

(9) Acts on behalf of the commander when attending logistical conferences, meetings, or other forums in which information must be provided or decisions are required.

(10) Represents the National Guard and the Commander in the community. Coordinates logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, community support projects, natural disaster or civil disturbance planning, and the use of facilities for training.

(11) Performs other duties as assigned.
