Duties

The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. CISA is at the heart of mobilizing a collective defense as we lead the Nation's efforts to understand and manage risk to our critical infrastructure. Our partners in this mission span the public and private sectors. CISA programs and services are driven by our comprehensive understanding of the risk environment and the corresponding needs identified by our stakeholders. We seek to help organizations better manage risk and increase resilience using all available resources, whether provided by the Federal Government, commercial vendors, or their own capabilities. CISA accomplishes its mission through five key functions: National Risk Management Infrastructure and Cybersecurity Operations Critical Infrastructure Resilience Federal Information Security Interoperable Emergency Communications The Office of the Chief Operations Support Officer (OCOSO): Provide responsive, high-quality support through excellence in innovation, customer service, governance, and performance. This position is in the Facilities Branch, OCOSO. The Facilities Branch provides a wide range of engineering, program and facilities expertise for the design, operations, and maintenance of CISA facilities across the nation. Typical work assignments include: Assists in helping the supervisor with providing solutions, collaboration and coordination with team members and senior leaders to develop requirements and financial management plans. Lead/conducts training on CISA facilities' financial procedures/protocols/objectives/initiatives and assists with the facilitation of team continuity of processes. Provides strategic planning, support and guidance and conducts continuous review of COSO/CISA-wide Financial Management Programs, processes and policies.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying. You qualify for the GS-11 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent), or comparable in difficulty and responsibility to the GS-11 if outside the Federal service performing the following duties: Tracking, analyzing and briefing direct management on the status of financial operations and funding levels; Interpreting and applying financial principles and procedures; Identifying programs where short falls in funding will occur if funds management is not exercised to meet short suspense dates and times; Absorbing a variety of instructions, regulations, policies and procedures; and Utilizing computer applications for word processing, spreadsheets, graphics, and communications programs. OR EDUCATION: A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in any field of study. OR B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above. OR COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. GS-12 You qualify for the GS-12 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent), or comparable in difficulty and responsibility to the GS-12 if outside the Federal service performing the following duties: Providing oversight in the financial review process, including reprogramming actions and the development of narrative justifications; Analyzing and correlating financial data to work plans, business plans, strategic plans, and organizational accomplishments; Interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines; Using analytical and problem-solving techniques by developing alternatives and recommendations to identify and resolve key budget issues; Comprehending the structure of appropriations and other funds utilized within the government; Managing time and priorities under the flexibility of the workplace; and Utilizing computer applications for word processing, spreadsheets, graphics, and communications programs. EDUCATION: Education is not substitutable for specialized experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
