THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST, Position Description Number D0906000 and is part of the 42ND INFANTRY DIVISION, National Guard. THIS IS A TEMPORARY NTE 1 YEAR OF APPOINTMENT. This vacancy does not meet the criteria for appointment of annuitants.

Duties

As a TELECOMMUNICATIONS SPECIALIST, GS-0391-09, you will develop technical specifications and planning for COMSEC, radio systems, and radiofrequencies acquisition programs and projects involving the gathering of materials, coordinating schedules, testing equipment, services, and software for performance acceptability. Related work is connected with the acquisition, operations, technical acceptance, installation, testing, modification, and replacement of COMSEC, radio systems, and radiofrequencies acquisition program.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.

• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

Military Grades: Enlisted GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: - Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable career level. To qualify for appointment to the ARNG Telecommunications Specialist, GS-0391-09, position located in the ARNG Headquarters, Information Management Office, Information Management Branch, an ARNG applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. To qualify, the applicant must have must meet the position's specialized experiences and competencies and/or training in some of the technical specifications and planning for COMSEC, radio systems, and radio frequencies acquisition programs and projects involving the gathering of materials, coordinating schedules, testing equipment, services, and software for performance acceptability. May have general or specialized experiences and skill training in acquisition, operations, technical acceptance, installation, testing, modification, and replacement of COMSEC, radio systems, and radio frequencies acquisition program. Knowledge of the basic principles of wireless communications (i.e. high and low radio transmission frequencies). Working knowledge of the concepts used to administer the communications security (COMSEC) program, and the methodology used to manage the radio frequencies program. Has working knowledge of standardized telecommunications equipment, services, processes or established variations to review existing contractual relationship for equipment and services, program requirements. compatibility with other radio systems, protocol requirements, and transmission security protection. Knowledgeable of the COMSEC account environment and aspects of account management. Skilled in applying physical protection and accountability of all COMSEC material and equipment, such as, implementing emergency operation plans to protect all COMSEC material and equipment during floods, fire, tornadoes, etc. Has the ability to perform duties in the Army Information Systems Security (Telecommunications) (COMSEC) program. Experiences included performing property accountability and controlling authority duties for COMSEC sub accounts, such as issuing, auditing, assessing, inspecting, and surveying of all sub accounts COMSEC equipment and materials. Skilled in managing secure voice, data, and video networks. Experiences included working with STU-III secure communications to include hardware and key validation, distribution and accountability of the STU III equipment and keys. Skilled in working the organizational radio network that included operational readiness in the Military Affiliated Radio System (MARS). Experiences and training included work on the Satellite Communications (SATCOM) up/down links and digital to wireless integration of audio/visual transmissions in support of emergency contingency Command, Control and Intelligence (C2I) operations to the state and national command structures.

Education

Must have a high school diploma or a general education development (GED) diploma. An
undergraduate degree from an accredited college or university or from an equivalent
professional military education school supports a well-qualified result.
