Duties
This position is that of Branch Chief, Naval Architecture and Marine Engineering Branch (NAME). The incumbent serves as the design integration manager, having authority and responsibility to manage all engineering disciplines in the design and engineering support functions for Coast Guard surface assets, and their installed systems and equipment. Work disciplines under the management responsibilities of the incumbent include all areas of naval architecture, marine mechanical engineering for auxiliary and main propulsion machinery systems, marine electrical engineering for power systems, control systems and interior communication systems, and material science matters.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.- Managing, directing, and coordinating the work of employees of NAME.- Organizing Branch tasks, work items, and/or program objectives into projects.- Assigning work, approving travel, delegating appropriate authority, determining and monitoring priorities, and resolving work problems presented by subordinates.- Making decisions concerning the interfacing of his/her Branch with other Branches of the Division and other Divisions of the Command.- Carrying out EEO policies and communicates support for these EEO policies to subordinates.- Managing the technical authority and warrant holder program for all naval architecture and marine engineering disciplines.- Provides technical authority oversight to establishment and maintenance of all policy and standards associated with surface asset engineering, design, construction, and testing.

Qualifications
Applicants must show that they possess a knowledge of professional engineering principles, methods and procedures as evidenced through the following: Completion of a bachelor's or higher degree in engineering from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR registration as a professional engineer by a state, the District of Columbia, Guam, or Puerto Rico. OR successfully passing the Engineering-in-Training (IT) examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET- accredited program. OR a combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in the first paragraph above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR successfully completing a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND have at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. IN ADDITION TO MEETING THE BASIC EDUCATION REQUIREMENT, APPLICANTS MUST HAVE Completed at least 1 full year of specialized experience (equivalent to the GS-14 level in the federal service). Specialized experience must have demonstrated a mastery of the concepts and principles of general engineering to resolve novel or obscure problems, mastery of planning analytical methods, alternative analysis techniques and practices, and business decision modeling including financial and economic analysis, mastery of a multi-disciplinary engineering theory, principle, and practices. Knowledge of commercial vessel plan reveiws, marine safety, marine environmental, vessel security and technical programs. Experience serving as a highly technical point of contact on major engineering programs.
