About the Position: This is a Supervisory Interdisciplinary, GS-14 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Construction Division.
Duties
Serve as the Senior Resident Engineer and Administrative Contracting Officer, Ellsworth AFB Resident Office with full responsibility for all military, environmental and civil construction projects.
Direct the full range of field engineering functions, delegating responsibilities for section management, contract administration and quality assurance to subordinates within the organization.
Through subordinate supervisors, plans work to be accomplished, set priorities and prepares schedules for completion of work.
Make decisions on work problems presented by subordinate supervisors.
As Administrative Contracting Officer, has the authority to modify construction contracts utilizing contract clauses within an Administrative Contracting Officer warrant and contract appointment.
Conduct and/or participate in meetings and conferences related to controversial issues surrounding construction activities within the Construction Office.
Brief high-ranking officials on construction activities to include status, problem identification and problem resolution.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain an Acquisition, Technology, and Logistics Level II certification in the Contracting Career Field within 24 months.
- This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Critical Acquisition Position. Must be an Acquisition member at the time of permanent selection or have been granted a waiver.
- Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
- Must possess and maintain a Professional Architect or Engineer (P.E.) Certification/License. (Must upload copy)

Position may be filled as a temporary promotionNTE 1 year by a current permanent Army employee, may be extended up to a maximum of five years or made permanent without further competition. For current permanent Army employees with competitive status (tenure 1 or 2), return rights will be negotiated prior to being placed in the temporary assignment.

In addition to meeting the basic education requirement listed under "Education," to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Directing the planning, coordination and execution of construction project. 2) Formulating solutions to complex issues during all phases of a construction project. 3) Ensure contract plans and specifications are in compliance with policies, regulations or guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
