About the Position: Serves as Airfield Management Specialist for Polk Army Airfield in direct support of US Army Management CMD USAG. Monitors and oversees the daily activities of Airfield Management Branch on a rotating shift. Ensures that all regulatory rules and regulations are met or exceeded to include those of the Department of Defense, Department of the Army, Federal Aviation Administration (FAA), and the International Civil Aviation Organization (ICAO).

Duties

Serves as Airfield Management Specialist for Polk Army Airfield in direct support of US Army Management CMD USAG (Fort Johnson) Manages the processing of flight plans, maintenance and disposition of Airfield Traffic Log, Proposed/Actual Weekend and Holiday Flight Schedule, Aircraft Refuel Log, Aircraft Movement Log, and any other reports as required. Initiates the primary and secondary crash rescue alert net in the event notification of an emergency/crash is received either by radio or telephonically. Processes flight plans; coordinates the flight following and initiating aircraft overdue actions; initiates and disseminates Notice of Airmen (NOTAMs) for airfield and air traffic systems navigational aids and equipment outages. Utilizes effective oral communication to coordinate mission assignments and brief/inform aircrews and passengers of various flight requirements in normal and emergency situations. Assists the search team using radios, telephone and teletype to communicate with other stations. Reviews flight plans submitted by aviators, ensures that information on altitudes, airspeed, mileage, fuel requirements, and time en-route, arrival time at destination is correctly computed and/or conforms to regulations. Originates Notices to Airmen (NOTAMS) on equipment and facility outages, outages, facility closures, obstructions to navigation, etc.

  • This position requires a Secret security clearance.
  • The incumbent of this position must submit to drug testing before employment and periodically during employment.
  • This is a Mission Essential position. Incumbents are not subject to administrative dismissal in emergencies created by inclement weather conditions or emergency situations as appropriate.
  • This position requires rotating shifts.
  • This position requires business travel up to 10% of the time.
  • This position requires a pre-employment physical examination.
  • This position requires possession of a valid stateside driver's license.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

The candidate placed in this position may be non-competitively promoted to the target grade of GS-09 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory such as AR 615-1 and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion. Basic Requirement for Airfield Management Specialist: A. Degree: Bachelor's degree (or higher degree), such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR B. Experience: One year of specialized experience performing the following duties in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. (This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. To qualify at the GS-07 grade level: Specialized Experience: One year of specialized experience which includes 1) assisting aircrews in calculating flight plans with other Air Traffic Facilities. 2) ensuring comprehensive airfield inspection is completed daily to include pavements, lighting, markings and obstructions; and 3) assisting in ensuing standing operating procedures are followed for airfield operations that will foster safe practices, procedures and ensure continuity. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Transportation Operations. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementEmergency CommunicationOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
