The incumbent collaborates with the Supervisory Mobility Transportation Specialist for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Martinsburg Transportation Services. The incumbent must have knowledge of contract services, related software and programs as they relate to clinical computing and office automation.

Duties

Major Duties: Collecting, compiling, and tracking data and statistical information in support of the Transportation Service. Performs basic analysis of the data and generates a variety of reports. Collates in-coming data form a variety of sources. Reviews documents, reports, and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Interacts with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers. Coordinates services practices that decrease waits and delays for patients in all specialty areas. Plans consult processing flow to ensure veterans receive consultation services in a timely manner. Utilizes the Veterans Health Information System & Technical Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations. Performs work related to the tracking, management, and administration of service and transportation contracts. Acts as Contracting Officer's Representative on contracts relating to transportation in support of FMS and the Medical Center mission. Provides oversight of the Fleet Card Program at the station level, monitors and investigates potential fraud and policy violations, reports violations and disciplinary actions to the next level AOPC and ensure action is taken, ensures mandatory fleet card training is up-to-date, provides technical guidance to Fleet Managers and AO's, analyzes efficiency and productivity of the Fleet Card Program at the stations level, manages and responds to external oversight organizations, responsible for recommending Fleet Card limits. Assists the Supervisory Mobility Transportation Specialist in planning and directing programs that provide transportation support services functions. Responds to "action required" notifications, ensuring the primary providers are correct. Coordinates the day-to-day operation of the transportation program flow, processes and functions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting, compiling, and tracking data and statistical information, performing basic analysis of data and report generation, tracking, management, and administration of service and transportation contracts. Physical Requirements: The work is primarily sedentary. Typically, the incumbent may sit comfortably to perform work.
