Duties
As a LEAD PUBLIC AFFAIRS SPECIALIST at the GS-1035-14 some of your typical work assignments may include:
As Lead Public Affairs Specialist, the incumbent is responsible to the supervisor for assuring the work of the Communications Team is carried out by performing a range of coordinating and supportive duties and responsibilities.
Integrates the Director's strategy, vision, guidance, and philosophy into high-quality speeches, remarks, and published works that advance the priorities of the Agency, its leadership, and - more broadly - the Department of Defense (DoD).
Prepares and edits communication material - such as remarks, testimony, talking points, published works, conference presentations, executive summaries, and multimedia presentations - on the Agency's mission, operations, viewpoint, and requirements, nested within those of the Office of the Under Secretary of Defense for Policy and the Office of the Assistant Secretary of Defense for Strategy, Plans, and Capabilities.
Serves as a SME in formulating, implementing, supporting, and evaluating the Agency's strategic communication activities, including the development of remarks and presentations to stakeholder groups, its engagement with digital and print media, its interface with defense trade fora (e.g., trade shows and conferences), and its leadership of the U.S. Security Cooperation enterprise's public affairs community.
Coordinates with and maintains working relationships with a diverse array of public affairs and policy stakeholders throughout the U.S. Security Cooperation enterprise - as well as the national security and foreign policy communities (including the U.S. interagency, foreign partners, U.S. defense industry, U.S. academia, U.S. think tanks, and other non-governmental organizations) - to achieve the Agency's strategic communication objectives

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
preparing communication materials for delivery by senior leaders and pertaining to international affairs or a related field (e.g., speeches, testimony, talking points, articles for publication, conference presentations, and multi-media products);
Performing research, drafting, and executing strategic communication plans for policies and programs with a national and global impact
Advising senior-level officials on decisions with regard to how specific audiences will perceive policies and programs (e.g., the public, Congress, U.S. inter-agency, industry, foreign governments, media, and non-governmental organizations)
Developing and executing crisis communication plans to include anticipatory preparation and planning, coordinating messaging across multiple U.S. agencies, drafting press releases, and creating products to address U.S. government and external stakeholder expectations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
