This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for Supply Chain Management Service within the James H Quillen VA Medical Center. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Serves as advisor/consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management matters.

This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Supply Chain Management Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program and recognized as the Commodity Management Division's subject matter expert serving as an advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management matters for sound commodity management concepts, practices, and control of all consumable inventory. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Applicants must meet both the time-in-grade and specialized experience/education requirements. These are separate requirements. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. In addition to meeting the time-in-grade requirement, applicants must also meet one of the following: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would are defined as: Planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. If you are using education to qualify for all or some of the specialized experience, you must submit transcripts reflecting grades earned, hours earned, degree earned, if applicable ***A one-year supervisory/managerial probationary period may be required.*** ***Incumbent must possess and maintain a current, valid state driver's license. The selectee will be required to provide a legible copy immediately upon selection.*** You will be rated on the following Competencies for this position: CommunicationLeadershipPlanning and EvaluatingProblem SolvingReasoningTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
