This position is in the St. Petersburg VA Regional Benefits Office. The incumbent is assigned to the Office of the Director and reports to the Assistant Director. The incumbent serves as a Program Specialist responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.

Duties

Provide leaders and managers with strategic counsel and advice interpreting and implementing provisions of agency policy, management of programs, collective bargaining agreements, and practices as they apply to individual cases. Provide leaders, employees, and job applicants with accurate information and interpretations of Federal civilian recruitment policies and placement procedures. Provide information to all employees on matters pertaining to federal employee benefits to include FEHB, FEGLI, TSP, EAP, leave and the Family Medical Leave Act (FMLA). Develop multiple recruitment strategies utilizing various hiring flexibilities and authorities. Prepare recruitment packages to include crediting plans, job analysis on a variety of complex positions using research, interview, observation, and analytical techniques. Provide assistance on Employee Relation and Labor Relation matters. Conduct in-processing and out-processing employee interviews. Process and track Office of Worker's Compensation Program (OWCP) cases.

Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) performing employee and management advisory services for specific requests requiring research of human resources policies and practices relating to staffing, employee relations, or benefits; (2) providing leaders and employees with information and interpretations of the organization's policies, procedures, and guidelines; and (3) resolving primarily common work-related or personnel problems. OR Applicants may substitute education for experience at grade GS-09 A master's or equivalent graduate degree (such as an LL.B. or J.D.) from an accredited college or university, or I have completed two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree may be substituted for experience at the GS-09. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. NOTE: Your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information if this response is selected. OR Applicants may combine education and experience to qualify for grade GS-09. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-09 grade level. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 1 1/2 years of graduate level education (i.e., 50% of graduate education required beyond the one year which is required for GS-7) and 6 months of specialized experience equivalent to GS-7 (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. The applicant's first year of graduate study is not qualifying for GS-9. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) applying guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations; (2) advising leaders and employees on a range of human resources concepts, laws, and policies; and (3) participating in policy development groups or projects based on broad organizational requirements. OR Applicants may substitute education for experience at grade GS-11. A Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a degree may be substituted for experience at the GS-11 grade level. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. NOTE: Your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information if this response is selected. OR Applicants may combine education and experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Employee and Labor Relations; (2) advising in the areas of classification and staffing and recruitment; (3) defending department or agency actions in front of a third party hearing; and (4) acting as chief negotiator in labor negotiations. There is no substitution for education at the GS-12 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
