This National Guard position is for an IT SPECIALIST (PLCYPLN) - Title 5, Position Description Number T5804600 and is part of the WI 128 CF, Wisconsin National Guard.
Duties
The primary purpose of the IT SPECIALIST (CUSTSPT) is to provide voice, data, wireless, Communications Focal Point (CFP) and information security services provided to the Wing. The incumbent specializes in one or more of the major information technology (IT) and/or communications systems/functions managed and maintained by the Unit - network infrastructure, wireless systems, voice systems, and CFP operations. The purpose of this position is to serve as a customer support specialist performing work involving analytical and evaluative duties related to classified and unclassified information technology networks and/or cyber system with primary knowledge requirements of information processing methodology, information technology, telecommunications systems, computer capabilities, processing techniques, IT trouble ticket management, and data communications. This position serves as the initial interface between customers and the Communications Flight.

Qualifications
GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: To qualify a the GS-11 level, you must have at least 36 months of experience, education, or training
auditing IT programs, processes, and projects for compliance. This includes interpreting a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices. Must have experience developing evaluation programs for an organization. This includes evaluating management effectiveness, performance and technical proficiency of assigned personnel, equipment, and systems condition. Must have experience recommending internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up
reports. Must have experience advising supervisors and managers on evaluation program, policies, regulatory requirements and procedures. This includes establishing quantity or quality criterion, developing a baseline for use in measuring and analyzing organizational productivity and effectiveness. Must have experience preparing and maintaining files and publications IAW current directives to include both paper and electronic media.
Education
Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
