The Outpatient Surgical Clinic Technician is assigned as a Health Technician (HT) to the Outpatient Surgical Clinics of the Surgery Service. The HT must have a broad range of knowledge of the complete anatomy and is involved with all aspects of clinical operation. The HT supports physicians and other medical professionals and must have a working knowledge to provide support to the clinic while also assisting with any administrative and scheduling functions.
Duties
The Outpatient Clinic Health Technician is assigned to the Outpatient Surgical Clinics of the Surgery Service. The functions of the assigned areas are to evaluate, diagnose and treat patients with various suspected or previously diagnosed diseases, provide continuity of follow-up, and carry out appropriate treatment. The Outpatient Surgical Clinic Technician must have a working knowledge and skill to provide technical support to the section within the clinic and also to assist with any administrative and scheduling functions.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) for Health Aid and Technician (0640): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that cannot be waived. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to : Providing support to medical personnel by setting up equipment for medical procedures in rehabilitation clinics, explain medical procedures, operate and maintain medical instruments and equipment, applies quality control and quality assurance in clinic and patient area. Performs diagnostics support duties, i.e. arrange and pass medical instruments, monitor patient for adverse reactions.
NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume.

Substitution of Education: Graduate education or an internship meets the specialized experience required for a GS-6 surgical technician ONLY in those instances where it is directly related to the work of the position.

Combination of Experience and Education: Applicants may also combine education and experience to qualify at the GS-06 grade level. To calculate, first identify the percentage of required graduate education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-06.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
