This position is a Fish and Wildlife Administrator, GS- 0480-15 working in Lakewood, Colorado for the R6-Assistant Regional Director-Ecological Services. Duties

As a Fish and Wildlife Administrator your duties will include, but are not limited to, the following: Directs policy and staff functions for the program in the Mountain Prairie Region. Formulates and implements policies, standards, and procedures, and develops short- and long-range plans, objectives, and priorities for ensuring adherence to the laws and policies, and monitors progress, evaluates effectiveness, and recommends program changes and modifications of specific goals and objectives. Implements all aspects of the ES program including Habitat Conservation, Environmental Contaminants Endangered Species Recovery, Listing, Delisting, and Consultation, and serves as an advocate and provides leadership at the Regional and national level. Oversees management of resources for funding, space, supplies, equipment and personnel needs, and manages multimillion dollar budgets for assigned programs which are subject to rapidly changing initiatives and shifting priorities. Supports the field, ecosystem teams, and the Regional Director by collaborating with the Regional Office, other ARDs, and other program staff. Implements outreach efforts, and directs coordination with Tribes and other agencies, States, and legislative and Congressional outreach. Performs a full range of supervisory and managerial duties and responsibilities over ES staff in both the Regional Office and field stations, including establishing expectations and evaluating performance. Promotes and demonstrates a strong commitment to workforce diversity. Identifies program training needs and expectations, including both mandatory training and opportunities for development. Coordinates the work of employees, contractors, and consultants in addressing programmatic issues and planning and conducting studies and projects related to the ecological services programs. Manages the Regional operating budget for the ES program including centralized funds and core program funding, as well as specific program funds such as environmental contaminants, National Resource Damage Assessment, oil spill accounts, Section 6 Cooperative Endangered Species, Region-wide cooperative education programs, and Regional Office operating budgets. Provides input to budget formulation and allocation with Regional Director's guidance for Endangered Species, Habitat Conservation, and Environmental Contaminants Programs, and represents the Region at national program meetings on budget allocations. Manages full-time equivalent (FTE) positions. Informs Regional Director of budget status, and prepares programmatic budget increase packages that exceed the Region's budget target based on other's information. Participates with top-level Regional managers in interpreting and implementing legislation and legal decisions, and assessing their impact on Regional natural resource management practices and programs. Provides expertise to establish priorities, resolve problems, and to implement courses of action. Serves on Regional and national management teams, represents the Regional Director and the Service on national and international committees, and participates in designing national programs and policies. Serves as an expert consultant and provides advice to the Regional Director and other Service officials and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and makes implementation decisions. Manages natural resource issues through collaboration among Service counterparts, public and private organizations, industry, and individuals to integrate ecosystem concerns, views, and contributions into cohesive resource management projects and systems.

Qualifications

Only experience and education obtained by 10/19/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Successfully completed a course of study in an accredited college or university leading to a degree in: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Appropriate combination of education and experience that included courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above plus appropriate experience or additional education.OR Four years of experience that demonstrate that I acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in 1 above. Minimum Qualification [GS-15] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-14 in the Federal service which includes performing ALL of the following duties:1) Meeting policy responsibilities associated with the conservation, protection, and restoration of fish and wildlife resources through knowledge of laws, policies and rules related to habitat conservation, endangered species, and environmental contaminants; 2) Conceptualizing and coordinating the development of fish and wildlife management objectives into program management under various conditions; 3) Establishing effective working relationships with individuals internally and externally that have widely varying backgrounds, objectives, and goals, including persons and groups with diverse cultural backgrounds; 4) Adapt and respond to frequently changing situations, funding levels, initiatives, and crises by balancing workloads and distributing funding and staff resources; 5) Demonstrated communication, analysis, and recommendation experience, including to and with executive-level personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
