This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will service as Chemist in the Chemical Division,Provides responsibility for production related activities for new equipment systems and subsystems, and/or major modifications.

Duties

Prepares test plans outlining the scope, objectives, facilities, instrumentation, and data acquisition required. Leads a team of technical and professional employees in developing efficient "state-of-the-art" designs for test facilities and data acquisition techniques. Participates in the management of tests by developing cost estimates on projects assigned. determines the data and accuracy required to permit meaningful statistical interpretation of results and the degradation that would probably result from poor data. Prepares evaluation reports which assess the performance of the items/ procedures under test against required performance criteria arid specifications. Reviews operational reports submitted by operational support elements to assure the results contribute to the information and data matrix required for the evaluation report.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health- ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent to obtain and maintain the Personal Reliability Program clearance.

Who May Apply: US Citizens In order to qualify, you must meet the Basic education/and Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. BASIC Educational Requirements for Series 1320: A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics (copy of Transcripts must be submitted). OR B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education (copy of transcripts must be provided). SPECIALIZED EXPEREINCE-One year of specialized experience which includes experience applying professional knowledge of chemical principles, theories, practices and established methodology 1) performing chemical and physical analysis and testing of various toxic substances to determine the presence and levels of contaminants; 2) calibrating and operating instruments for a variety of automatic chemical agent detectors to ensure consistency and reliability of instruments AND 3) ensuring safe storage of chemical munitions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
