You will serve as an Administrative/Technical Specialist (Paralegal) in the Office of Counsel at Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will perform problem solving, analysis, interpretation and evaluation related to complicated legal, ethics, and administrative matters. You will research laws, summarizes relevant materials, coordinate requests for information, and assist in the interpretation of information. You will assist Freedom of Information Act (FOIA)/Privacy Act coordinator with FOIA/PA requests and reports. You will assist Counsel and Associate Counsel on aspects of the Ethics program. You will research, manage, handle, and assist with all aspects of the Intellectual Property (IP) programs as directed by IP counsel. You will assist and perform litigation management duties including providing legal administrative support and administrative technical assistance for all command litigation. You will collect litigation statistical information from various sources and keep logs and statistics of protests, appeals and court cases.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing legal research, analysis or preparation of legal documents in support of attorneys. (e.g., Freedom of Information Act (FOIA), WESTLAW/LEXIS, Ethics program, etc.). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree in a field directly related to the position being filled.
