This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). ETA provides Federal grants and technical assistance to State and local levels who provide workforce development services to various adult and youth populations. Duties

As an Apprenticeship and Training Representative, your duties include, but are not limited to, the following: Lead a team of specialists to carry out studies and analyses. Independently persuade State, national organizations, management and labor, and other groups/individuals to actively support registered apprenticeship and other worker training programs; assist management and labor in the development and implementation of national-level training plans, standards, and programs. Provide authoritative advice and consultation to ETA, DOL, and other government officials and customers. Identify and conduct studies for the resolution of systemic issues or multi-area crises, as well as the development of revised guideline material for utilization area or industry wide. Develop and submit requests for apprenticeability determination of occupations to the national office. Provide expert advice and assistance on matters concerning the development of apprenticeship standards/programs and apprenticeability of occupations to field staff, state apprenticeship agency staff, and representatives of labor and industry. Promote and secure the cooperation of Federal agencies with responsibilities around apprenticeship and training in order to maintain consistency and address apprenticeship concerns that may have a national impact. Study new and proposed legislation and regulations to determine program impact. As a technical expert in Equal Opportunity, Diversity, Equity, Inclusion, and Accessibility in Apprenticeship, provide technical assistance to registered apprenticeship program sponsors and other employers seeking assistance in the development of other worker training programs that help address their workforce development needs. Conduct a comprehensive analysis and evaluation of registered apprenticeship programs to determine the extent to which sponsors are compliant with EEO requirements. Support OA goals to increase the number of active apprentices in emerging and/or non-traditional industries. Disseminate information to industry stakeholders and connect industry stakeholders, OA staff, and the public by creating, and convening industry work groups; attend and host virtual and in-person apprenticeship events to connect with industry stakeholders, including current and potential program sponsors.

Requirements

Qualifications

The Apprenticeship and Training Series, GS-0243, has basic requirements for positions covered by this standard. Applicants must meet both the basic requirements (IOR) and Specialized Experience for the specific grade level to qualify. Individual Occupational Requirement (IOR): GS-7 and above no education substitution in lieu of Specialized Experience. Specialized Experience (for positions above GS-5): Experience in the development or administration of apprenticeship programs or other occupational training programs involving the systematic development of worker skills on the job. This experience must have demonstrated: Knowledge of the functions, purposes, and practices of apprenticeship or other industrial training; and understanding of the knowledge, skills, and techniques involved in the practice of apprenticeable trades; Knowledge of the practices, operations, and content of occupations in one or more fields; Knowledge of training methods and related worker utilization practices for the improvement and better use of workers' skills; and the ability to apply this knowledge in identifying work force and training problems, analyzing such problems, and advising on their solution; Understanding of industrial relations problems and practices and of the traditions and attitudes of labor and management in relation to programs involving apprenticeship or other training on the job; and Ability to deal effectively with management, labor, and other appropriate officials on training matters. Examples of qualifying specialized experience include: Working member of a functioning joint apprenticeship committee. Employer training official or officer of a union or trade association whose duties included the development or administration of an apprenticeship program or other industrial training program. Coordinator or director of a training program for apprenticeable occupations or other training activities. Training representative or administrator in the field of apprenticeship, working with labor or management. Vocational teacher or instructor in an apprenticeable occupation. In additional to meeting the IOR requirement, for the GS-13 grade level: You must meet the "Specialized Experience" to qualify for Apprenticeship and Training Representative, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service or equivalent pay. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes all of the following: 1) Experience in developing, revising, and/or interpreting guideline standards for application to registered apprenticeship and training programs; and 2) Experience reviewing and analyzing a variety of interrelated issues involving registered apprenticeship and other worker training programs (e.g., Job Corps, Youth, and/or pre-apprenticeship); and 3) Experience interpreting National Apprenticeship Act program data, developing proposed changes, and anticipating the effects and outcomes.
