This position is located within the Office of Information & Technology (OI&T), End User Services, End User Operations, District Operations, Area Operations, at a Veterans Administration duty location within the U.S. The incumbent serves as a primary advisor and point of contact to the Area senior IT executive manager and management officials on information management (IM) issues and IT projects under development or planned for the serviced organization(s).

Duties

This position is primarily aligned to the following Cybersecurity Workforce Framework work roles: 411 - Technical Support Specialist - Customer Service and Technical Support - Provides technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components. 803 - Product Support Manager - Acquisition and Program/Project Management- Manages the package of support functions required to field and maintain the readiness and operational capability of systems and components. 805 - IT Program Auditor - Conducts evaluations of an IT program or its individual components to determine compliance with published standards. Major Duties: Exercises full technical and administrative responsibilities for planning, developing, implementing, executing, and evaluating the Information Technology (IT) Program. Executes IT initiatives to include planning, design, acquisition, implementation, operation, and disposal of IT infrastructure. Resolves acquisition issues, related IM policy matters, and potentially controversial items. Ensures that decisions made, actions taken, and results obtained are tenable, cost effective, and within established policy, standards, and guidelines. Coordinates with the Enterprise Service Line organizations as needed to support day-to-day operations. Plans and delivers VA point of service customer support, including installation, configurations, troubleshooting, customer assistance, and/or training, in response to customer requirements in support of site functions. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as possesses Information Technology (IT) experience in operations, supervision and/or leadership, maintenance, security, and management of IT delivery systems and equipment. Applies IT customer support operations and processes for incident, problem, and event management. Manages processes for IT delivery systems and user desktop hardware, peripherals, and communication equipment. Develops IT and Information Management (IM) service-related operating procedures, policy, and programs. Experience in a demanding and fast paced work environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
