The position is located within the Land Services Team in the Technical Services Branch of the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) located in Ashburn, VA; Sevierville, TN; or Tupelo, MS. Serves as an engineering technician and utilities/right-of-way (ROW) coordinator who is primarily responsible for communicating with utility owners regarding existing utility locations and resolving utility conflicts with proposed construction plans.

Qualifications

Individual Occupational Requirements for series 0802 (for positions at GS-4 or equivalent and above): This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. For more information refer to: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/engineering-technical-series-0802/ To determine if you are eligible, review the following grade specific details.  You will be asked questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.   For the GS-11: On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-09* grade level, which included: Experience in utility research, coordination for field utility location, and field utility location procedures; AND Experience in researching geospatial data, plans, right of way and easement documents, and/or utility agreements; AND Experience in identifying conflicts between existing utilities and proposed design elements, working with staff and utility companies to mitigate and/or determine the extent and resolution of the impacts, and/or developing finalized agreements. *Please note that specialized experience requirements for grade 11 can be met by qualifying experience at the second lower grade level since no one-grade level positions exist in the normal line of progression for this occupation in this organization/location. Also note that Time-In-Grade requirements (for Status applicants) can be met by experience at the second lower grade level for the same reason. For the GS-12: On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience ensuring that utilities and right-of-way (ROW) work associated with projects are delivered timely; AND Experience providing technical advice and assistance on issues affecting utility and ROW agreements associated with projects; AND Experience participating in the development of project delivery plans by contributing to work activities, such as scope, schedule, budget, and preferred delivery methods. You cannot qualify based on education for either grade level, you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project/Program Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Communications - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
