This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB-MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: To serve as a public health plans and program compliance manager for public health, with the 96th MDG, Eglin AFB.
A recruitment or relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Advance leave accrual may be authorized.
Duties
Oversees the currency and accuracy of plans, instructions and policies.
Provides PH input to Group, Wing and installation plans (e.g. Medical Contingency Response Plan, Installation Deployment Plan, Emergency Management Plan, Disease Containment Plan etc.).
Analyzes and reviews new policies, instructions, and guidance for implementation into base-level PH programs.
Plans, develops and administers comprehensive programs for customers served by the Medical Treatment Facility (MTF).
Applies preventive and public health knowledge, techniques, and skill to reduce the incidence of communicable diseases, occupational illnesses, food borne disease, and disease nonbattle injuries.
Represents PH and the MTF with a variety of installation and functional area organizations.
Establishes, develops, and maintains effective working relationships with HQ USAF, MAJCOM/SG representatives, wing and MTF units, local community, and state public health officials.
Performs duties and functions to assure the work of the organization is carried out.
Trains or arranges for the training of team members.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a SECRET National Agency Check w/ Inquiries (ANACI) background check.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Position is included in the TB/Hep B/Rubella testing and/or immunization program(s).
- Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations.
- Incumbent will accomplish temporary duty (TDY) assignments in the performance of official duties and may be required to travel by military or commercial aircraft or other modes of transport.

Basic Requirement for Public Health Specialist:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience performing most of the tasks which include: Organize and assist in communicable disease prevention and control programs; control disease transmission through patient interviews, epidemiological investigations, patient education and community outreach programs; advise professionals on control measures; and/or develop, plan, and implement public health activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Health; Healthcare Administration; Epidemiology; Occupational Health; Community Health & Health Promotion; etc.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
