The Program Analyst Position is located at the VAMC Cincinnati, OH in the Integrated Access Service.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Responsible for implementation of Community Care clinical integration tools including installation, access, training, and utilization. As changes develop within the program, the incumbent will stay abreast of the impact on the workgroup and provide continuous updates. Provide expertise and leadership of clinical integration tools so that VA Community Care can optimize use of available tools for consult management and seamless communication with providers. Will serve as the primary point of contact for assistance with billing and payment issues for services provided within the community. Communicates directly with patients, community providers, collection agencies and VA care team members to resolve issues. Incumbent assures the development of data and long-term budget formulation. Gathers, compares and correlates financial data concerning current and future programs and activities with projected costs of operations. Gathers and reviews a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget forecast of community care within the service. Incumbent has senior/primary program responsibility for the business rule development, accurate usage, current reporting, data validation, oversight. etc. of the Community Care program. Plays an active role in authorization activities for the medical center in generating reports and performing reviews. Prepares reports of findings and presents to the supervisor for action. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am - 4pm or 8am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06; for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of an extensive body of rules, policies, procedures, or operations that require extended training and experience to perform a wide variety of interrelated or non-standard procedural assignments and to resolve a wide range of problems, knowledge of medical terminology, ability to communicate effectively, both oral and written, and with individuals from an extremely diverse range of backgrounds, including Medical Center staff, beneficiaries, and other agencies and departments, knowledge of proper grammar, spelling, punctuation, format and administrative procedures, and a working knowledge of personal computers and basic software applications. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
