You will serve as a Supervisory Accountant and subject matter expert in the Navy's Financial Improvement & Audit Readiness (FIAR) effort to strengthen business processes and systems across the Navy to ensure greater accuracy, reliability, and accessibility of financial information.

Duties

You will develop metrics surrounding accounting activity to assist senior management with reporting. You will ensure controls are in place to support accurate internal and external recording and reporting of financial transactions and journal entries. You will ensure compliance with all relevant legislative requirements, with specific emphasis on finance and accounting policies, procedures, internal controls, and financial audit readiness preparation and sustainment. You will act as the liaison between organizations regarding the audit readiness efforts.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS trial period requirement.
  • This is a Financial Management Level 3 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
  • This position may be subject to polygraph examination.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS/GG-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Analyzing, evaluating, and integrating financial data from multiple sources to produce non-standard and innovative assessments and conclusions; 2) Preparing analyses, assessments and other products by applying and interpreting information to make decisions which impact policy and products; 3) Preparing briefings and presentations to present conclusions and recommendations to senior officials. Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
