This position is located in the Administrative Offices of the US Courts (AO), Department of Technological Services (DTS), Enterprise Operations Center (EOC), Infrastructure Operations Division (IOD).
Duties
The IOD is responsible for managing the wide area networks providing service to the U.S. Federal Courts for both internal connectivity and connectivity to the Internet; and operations and support of the Judiciary's Enterprise-Wide data communications network and services including a National Internet Protocol Telephone system and centralized video conferencing bridging services and future Unified Communications integration services, used for communications among the courts, the Administrative Office, judiciary partners, and the public.
The incumbent of this position reports directly to the IOD Division Chief; and serves as Chief of Infrastructure Operations Branch within the division. The Chief of the Infrastructure Operations Branch (IOB) is responsible for ensuring that the infrastructure supporting the Judiciary's Wide Area Network needs are robust and resilient, meeting the federal courts' operational needs while maintaining system integrity and security. The incumbent will work with AO program and project managers to assure the Data Communications Network, internet gateways, and national interfaces to other Judiciary partners, and emergency network services are available as needed.
Duties of the position include, but are not limited to:
Planning, directing, managing, and administering a comprehensive program for the infrastructure supporting the judiciary's wide area network needs.
Maintaining a long-range (five or more years) development and implementation plan for supporting the life cycle maintenance, enhancement, and replacement of network infrastructure.
Supervising and coordinating activities of a staff of IT professionals.
Providing guidance and assistance to staff as necessary in order to complete work assignments.
Managing the performance of pre-award and post-award activities for work under various contract vehicles. This includes preparing or overseeing the preparation of statements of work and technical evaluation criteria, participating in the technical evaluation of proposals, monitoring the contracted vendors' progress, providing technical direction, and reporting on the status of all work, risks, and resources.
Working with other DTS divisions, and AO departments in an effort to develop programs, structures, and procedures which implement new or revised policies and procedures.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the areas listed below:
Supporting the judiciary's network infrastructure;
Managing and leading support teams; AND
Working in NOC environment with 24x7 support requirements.
