You will serve as a Lead Contract Specialist in the Technical Analysis Branch (Code 423), of the Business Operations Division (420), Contracting Office (Code 400) at NORFOLK NAVAL SHIPYARD.
Duties
You will be responsible for the management and execution of all assigned contracting requirements in support of life cycle acquisition. overhaul, repair, alteration, activation and inactivation performed on ships undergoing availabilities at NNSY.
You will have complete responsibility for all assigned contractual actions and contract close-outs.
You will serve as a Team Leader, Senior Contract Specialist and Lead Negotiator with delegated contracting authorityto perform necessary acquisition functions in accordance with FAR, DFARS, AFARS and applicable policies.
You will support the goals of the department and integrate with other personnel and code to ensure the mission is fulfilled.
Requirements

- The work is performed predominately in an office environment with some visits to shipyard production areas and aboard ship.
- Travel is usually locally within the Hampton Roads Area with occasional travel to Washington D.C. and other shipyard related locations throughout the U.S.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- A Defense Acquisition Workforce Improvement Act (DAWIA) certification Functional Level: Contracting (CON); 1- Foundational *(applies only to CON, ETM, LCL and T and E); Foundational - Incumbent has 36 months to earn this certification.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with planning development, implementation, and administration of all contractual actions required to support major multi-million-dollar programs.
Experience developing pre-negotiation strategy and overseeing or conducting pre-award negotiations and in directing or performing post-award negotiations involving contract changes or modifications.
Experience reviewing and preparing all documentation involved in executing all phases of the acquisition process, such as procurement request documentation, market research documentation, justifications for exception to competition requirements, determinations and finding documents, and price negotiation memoranda/business clearance memoranda.
Experience evaluating price or cost data for pre-award and post award activities involving complex contractual pricing arrangements and incentives.
Experience applying contract administration/termination procedures to monitor a group of contracts.
Experience solving complex problems to include research, interpretation, and consultation in order to make decisions responsive to contract situations and requirements.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
